A woman has been arrested after a terrifying incident where she allegedly opened fire on a seven-month-old baby and his parents at point-blank range. The shocking event, which was captured on camera, took place in the Holmesburg section of Philadelphia.
The suspect, Dominique Billips of Philadelphia, approached the family and fired shots at them outside a home. In the chilling video, Billips can be heard shouting, “F—k your baby, b—h!” as the infant’s terrified mother screamed, “My baby!”

At the time of the attack, the baby was sitting in a stroller and was shot in the leg. Fortunately, the infant survived and is currently in stable condition, authorities reported to the New York Post.
When police arrived at the scene, the parents were not present. A Good Samaritan rushed the baby to the hospital. Police later found the parents a few blocks away, who confessed to having outstanding warrants, explaining their initial flight from the scene.
Philadelphia Police Chief Inspector Scott Small expressed relief that the baby was stable, acknowledging the severity of the incident. Lt. Dennis Rosenbaum of the Philadelphia Police Department mentioned that the incident stemmed from a $100 narcotics debt, and that Billips’s primary target was the infant’s father.
A neighbor who witnessed the shooting and took the baby to the hospital shared his account with NBC10, describing his instinct to protect the child despite the overwhelming and frightening circumstances.
Dominique Billips has been charged with aggravated assault and other related offenses by the District Attorney’s Office. She is currently awaiting formal arraignment.
