Rajasthan Roadways faces staffing issues as untrained employees fill conductor roles

Many conductors are being made to work in offices instead of routes, while Class IV employees are working as conductors on routes in Rajasthan Roadways. The situation is similar in depots outside Jaipur, but the top officials sitting in the Roadways headquarters are pretending to be unaware of this. The situation is such that the employees of other posts working as conductors have not been given training for this work, and these people are promoting corruption.
In Chittorgarh, a Class IV employee was given the responsibility of conductor. With the blessings of the officials, this Class IV employee was working as a conductor on the route for about a month. Last month, this fourth-class employee was caught doing duty as a conductor on Chittorgarh-Udaipur route. When the flying squad of Rajsamand depot stopped this bus and searched it, four passengers were found without tickets in the bus. When the bus conductor Prakash Banjara was questioned in this regard, he could not give a satisfactory answer. During the interrogation, the squad found out that he is a fourth-class employee, who was being made to do the work of a conductor. After this, the Chittorgarh Chief Manager gave a charge sheet to the concerned employee. In such a situation, now the Deputy General Manager (Administration) has issued an order and suspended him. During the suspension period, his headquarters was made Pratapgarh depot.
According to sources, hundreds of conductors are working in offices with their own arrangements and are being made to do clerical work. Many have not gone on the route for a long time. The favour of the officers is so dominant that instead of the route, the conductors are either given work in the offices or they are put on the ticket window and made to issue tickets. Many conductors are working in the office on medical grounds. While the Roadways headquarters has issued orders many times in this regard that the conductors should be sent on the route only. Despite this, the favour of the officers on the ‘jugaad’ conductors continues.
It is necessary to say that the conductor of the bus must have a conductor license. This license is different from the driving license. However, fourth class employee Prakash Banjara had a conductor license and taking advantage of this, he himself gave an application in writing to be appointed as a conductor. He was put on the route by the Chief Manager Chittorgarh, whereas as per the rules, he cannot be put on the route as a conductor.
Rakesh Saraswat, Chief Manager, Chittorgarh Depot said that the suspended employee had a conductor license. He had also given an application in writing to be appointed as a conductor.
“We had a shortage of conductors, so he was put on the route. When the flying squad did the checking, action was recommended on the complaint of irregularities. In such a situation, he was suspended by the headquarters.”
Nisha, Deputy General Manager (Administration) added that it is a matter of investigation as to how a fourth-class employee has been put on the route as a conductor. Discussions are underway with the Chief Manager of Chittorgarh.
