Union Transport Minister Nitin Gadkari has announced the largest revamp of India’s FASTag program since its national rollout, with the launch of an “Annual Pass” model to solve chronic issues regarding toll realisation, cost, and congestion on highways for private cars. The new scheme, which comes into effect from today, i.e. August 15, 2025, is being hailed as a revolution by road users in large numbers.

What is the New FASTag Annual Pass?

The FASTag Annual Pass is specially introduced for non-commercial private vehicles—cars, jeeps, and vans. For a ₹3,000 one-time payment, vehicle owners get a year, or up to 200 highway trips (whichever is earlier), of toll-free travel on all National Highways and approved National Expressways in India. Users no longer have to concern themselves with repeat top-ups, individual toll charges, or computing variable expenses for extended and frequent trips.

A Subscription-Based Approach to Travel

The new policy is compared to a subscription plan common to digital services that seeks to make travel as easy as an OTT streaming plan. The initiative is set to be useful to both frequent commuters and infrequent travellers, providing:

  • Substantial cost reduction (average cost per trip drops to around ₹15 per crossing).
  • Time efficiency and smoother roads by eliminating cash transactions and disagreements.
  • Transparency and ease of toll payment, enabling anticipating expenditure on travel for the year.
  • Easy online renewal and activation via the Rajmarg Yatra app, NHAI portal, or FASTag vendors.

The Rationale and Minister’s Indications

Nitin Gadkari, in his series of policy announcements and interviews, has stressed that this reform is a response to years of public exasperation with delays and inconsistencies at toll booths—particularly those located less than 60km apart, which inconvenience daily commuters. By offering a one-price solution, the government not only mitigates congestion but gets closer to a digital, cashless, and seamless travel experience on Indian highways. Gadkari intimated that further changes may be in the pipeline, with more flexible options for less frequent travellers, multi-year tickets, or alignment with state highways potentially in the future.

Policy Benefits and Future Roadmap

In addition to convenience, the annual pass also seeks to converge with India’s overall mobility and infrastructure agenda—curbing emissions from idling vehicles, enhancing compliance among road users, and most importantly, achieving fairness to common citizens.
