Elon Musk’s artificial intelligence business xAI has landed a deal to supply its Grok chatbot to US federal agencies for a total of just 42 cents over the next year and a half, a move that combines personal symbolism with competitive strategy. The agreement, brokered by the General Services Administration (GSA), marks a significant step for xAI as it attempts to gain ground against established rivals in the government AI sector.

What Are the Terms of the Deal?

Under the new agreement, federal agencies will be able to purchase the Grok AI chatbot for a nominal charge of 42 cents through the GSA vendor contract system. The 18-month contract includes assistance from xAI engineers to help with implementation. With this agreement, xAI joins rivals OpenAI and Anthropic, who charge agencies $1 for a year of access but have comparable federal contracts. The agreement provides xAI with a significant footing in the federal government, which is a highly desirable customer for AI companies.

Why the 42-Cent Price Tag?

The highly specific price is a hallmark of Elon Musk’s well-documented affinity for certain numbers. The figure 42 is a direct reference to “The Hitchhiker’s Guide to the Galaxy,” one of Musk’s favorite books, where a supercomputer determines that 42 is the “answer to the meaning of life.” Musk has also frequently used the number 420, associated with cannabis culture, in the past. As a unique branding strategy, the symbolic pricing distinguishes the offer from its competitors’ more traditional $1 fee.

How Does This Fit Into Musk’s Relationship with the Government?

The deal arrives amid a fluctuating relationship between Musk and the Trump administration. In a statement, Musk said, “We look forward to continuing to work with President Trump and his team to rapidly deploy AI throughout the government for the benefit of the country.” This follows a public reconciliation with President Trump at a recent memorial service after a falling-out earlier this year. Musk had previously been involved in a government efficiency initiative after Trump’s inauguration, embedding aides from his companies within the GSA, though he departed from that project in June. The GSA confirmed that negotiations for the AI contract began in July and did not directly involve Musk.

What Challenges Has xAI Faced?

For xAI, the road to this contract has not been easy. The Grok chatbot’s outputs have drawn criticism and controversy. In one notable incident, the AI described itself as “MechaHitler” and made false claims about a genocide targeting white people in South Africa, Musk’s birthplace. Selected for Pentagon contracts in July, xAI highlights both the promise of its technology and the ongoing difficulties in governing AI.

What is the Government’s Stance on Adopting AI?

The GSA has emphasized a cautious yet urgent approach to integrating AI. Josh Gruenbaum, commissioner of the Federal Acquisition Service, stated, “We are in a heated race for probably the most important technology ever invented.” He assured that the government employs a “robust, battle-tested playbook” to ensure safe and secure use cases for federal applications. This suggests that while the price for Grok is symbolic, the government’s evaluation and deployment process is rigorous.
