BRUSSELS, Oct 9 (Reuters) - The European Commission is concerned about China's decision to tighten its rare earth export controls, a spokesperson for the European Commission said on Friday. "We are concerned by this announcement. We are studying the details," the spokesperson added. China said Thursday it planned to limit exports to overseas defence firms and semiconductor users and adding five rare earth elements to its list.
