Albania, a country in Southeast Europe, has made history in government by appointing an artificial intelligence assistant as a cabinet minister. Dubbed Diella, meaning “sun” in Albanian, the virtual being has been assigned to monitor public procurement, a move meant to root out corruption in government tenders.
Diella: Albania’s Digital Ambassador
Diella is no test project. Since January, she has been e-Albania’s chatty digital ambassador, the official online government portal of Albania. On this website, Diella guides citizens through almost all administrative procedures; some 95 percent of government services can be found with her help. From filling out forms and turning in applications to offering general guidance, Diella serves Albanians through lengthy administrative processes without setting foot in a government office.

Digital Minister Aims to Ensure Transparent Governance
The appointment of Diella to a ministerial position is both symbolic and functional. The government of Prime Minister Edi Rama is counting on this action to present Albania as strong in using technology for transparency and efficiency. Public procurement has historically been a sector prone to corruption, and Diella’s online monitoring is expected to limit the room for interference by humans, thereby decreasing opportunities for nepotism or scamming.
Diella is most effective because it relies on AI algorithms and voice-activated interactions. Citizens can just speak or type out their questions, and Diella walks them through the required steps one at a time. This eliminates human error, shortens wait times, and offers a standardized, unbiased process for everyone. By reducing personal discretion in their assessment and approval of government tenders, the government seeks to establish a more equitable system in which merit, and not influence, will prevail.
The move has been welcomed by experts as a radical infusion of technology into the running of governments. “This is a pioneering approach that would be a model for other nations with bureaucratic inefficiencies and corruption,” said a public administration analyst.
Blending Technology and Accountability
Albania’s digital cabinet minister experiment is a milestone in history, demonstrating that technology can be instrumental in governance. If successful, it has the potential to make other countries reassess conventional public administration methodologies, combining human checks with AI efficiency for a more accountable and transparent government.
