South Africa’s legal team presented a nearly 5,000-page document to the International Court of Justice (ICJ) on Monday, advancing its accusations of genocide by Israel against Palestinians in Gaza. This submission, part of an ongoing case initiated in December 2023, claims Israel acted with “special intent to commit genocide,” as described in a statement from South African President Cyril Ramaphosa.
Israel has vehemently denied these allegations, initially calling the complaint a “blood libel” and maintaining its stance that it has no genocidal intent toward Palestinians. A representative at the ICJ confirmed receipt of South Africa’s latest submission, signaling a step forward in the court’s proceedings.
The ICJ has already issued three rounds of emergency measures, instructing Israel to cease military operations in Rafah and increase land crossings to aid Gaza. However, South Africa asserts that Israel has disregarded these mandates, claiming Israel’s actions jeopardize global governance frameworks meant to ensure accountability.
The case has garnered support from Palestine, Spain, Chile, and seven other countries, who have submitted petitions to join the proceedings. This coalition strengthens the legal push for holding Israel accountable under international law.
The ongoing case follows Israel’s military response to an October 7, 2023, attack by Hamas militants that resulted in the deaths of 1,200 Israeli civilians and the abduction of over 250 individuals. In response, Israel launched extensive military actions in Gaza, with recent calls for Palestinian evacuations in northern Gaza, where food shortages and humanitarian concerns have become severe.
Israel has until July 2025 to issue an official reply to South Africa’s allegations, giving time for further examination and developments in the case. As the ICJ considers South Africa’s detailed evidence, the international community watches closely, anticipating further legal and diplomatic impacts.
