Philippine Expresses Concern Over Russian Submarine Presence In South China Sea

President Ferdinand Marcos Jr. voiced concerns on Monday over the presence of a Russian attack submarine in the Philippines’ exclusive economic zone (EEZ) in the South China Sea, calling it “very worrisome.”

The submarine, identified as a Kilo-class vessel, was spotted 80 nautical miles off Occidental Mindoro on November 28. Philippine Navy spokesperson Roy Vincent Trinidad confirmed the sighting and reported that the submarine, named UFA 490, was in radio contact with the Philippine frigate Jose Rizal. The Russian crew explained that they were waiting for better weather conditions before proceeding to Vladivostok, Russia, but did not provide further details about the purpose of the submarine’s presence.

The Philippine Navy took precautionary measures by escorting the Russian vessel to ensure compliance with maritime regulations. The Philippine government has expressed concern over any intrusion into its EEZ and the larger West Philippine Sea, a part of the South China Sea.

Russia’s embassy in Manila was unable to comment immediately on the situation.

The incident comes amid rising tensions between Manila and Beijing, with both countries having competing claims in the South China Sea. A 2016 international ruling rejected China’s historical claims to much of the disputed waters, a decision Beijing has continued to contest. Relations have been further strained by China and Russia’s growing partnership, which was highlighted by joint naval exercises in the region in July.
