After President Donald Trump’s inauguration, the memo instructed that no new funds should be allocated for new awards or extensions. Each proposal must be reviewed and approved first. However, the directive allowed exceptions for emergency food aid and military funding for Israel and Egypt.

Impact on Foreign Aid

The freeze affected various aid programs, including development and military support. Ukraine, which had received significant funding for its defense against Russia, was particularly impacted. The freeze also halted US funding for PEPFAR, the HIV/AIDS program that has been vital in Africa.

PEPFAR’s Importance

PEPFAR, launched in 2003 by President George W. Bush, has saved over 26 million lives. Despite its broad bipartisan support, the program is now caught up in the freeze. Additionally, US-funded anti-malaria programs, which help 63 million people, were also paused.

Exemptions for Israel and Egypt

Military aid to Israel is unaffected, especially due to increased support after the Gaza conflict. Egypt is also exempt from the freeze, continuing to receive substantial defense funding under its peace agreement with Israel.

Emergency Food Aid and Congressional Concerns

The freeze allows emergency food aid for regions in crisis, such as Sudan and Syria. Meanwhile, Democratic lawmakers pointed out that PEPFAR supports over 20 million people in need of medication. They also highlighted the importance of US-funded anti-malaria programs.
