Telangana to roll out unified Welfare Card for every citizen

AI-Based Integrated System to Track Benefits, Services and Citizen Profiles Across Departments.

Telangana Chief Minister A. Revanth Reddy has directed officials to immediately begin work on a multi-purpose Unified Card aimed at creating a single, integrated welfare and governance platform for every citizen in the state.

The proposed card will digitally consolidate details of welfare benefits availed by individuals across multiple government departments, enabling seamless access to services and real-time monitoring of beneficiary data through an AI-driven governance system.

During a high-level review meeting attended by IT Minister D. Sridhar Babu, Chief Secretary K. Ramakrishna Rao and senior officials, the Chief Minister outlined plans for creating what is being described as a first-of-its-kind AI-based profiling system for dynamic tracking of 360-degree beneficiary information.

Officials were instructed to launch a large scale drive to collect individual and family level data across the state as a precursor to the implementation of the Unified Card system.

The Chief Minister said the initiative would help eliminate duplication in welfare distribution, reduce bureaucratic delays and minimise human intervention in service delivery. The AI-enabled platform would also assist the government in identifying ineligible beneficiaries and strengthening targeted welfare implementation.

The Unified Card is proposed to integrate data from key welfare departments and schemes, including Aarogyasri, Chief Minister’s Relief Fund (CMRF), fee reimbursement, labour and education sectors. The government is also exploring the possibility of creating a state-level unique identification number on the lines of Aadhaar.

CM Revanth Reddy directed that the project be implemented centrally through the IT Department rather than by individual departments and suggested involving young technology-oriented government officers in the process.

The Chief Minister also proposed integrating data from the Socio-Economic, Education, Employment, Political and Caste (SEEEPC) Survey into the Unified Card ecosystem. In addition, profiling of contract and outsourcing employees in government departments is also under consideration.

Highlighting the practical applications of the AI-based system, the Chief Minister said processes such as automatic pension database updates following issuance of a death certificate could be enabled through integrated governance technology.
