The Supreme Court was reviewing the Haryana government’s appeal against a Punjab and Haryana High Court order that mandated the removal of barricades at the Shambhu border within a week.

In June, the court noted a trust deficit between farmers and the government. A three-judge bench led by Justice Surya Kant emphasized the need for a “neutral umpire” to build confidence between the two parties.

The bench, which also included Justices Dipankar Datta and Ujjal Bhuyan, remarked, “You need to take steps to engage with farmers. Otherwise, why would they come to Delhi? Despite the best efforts of ministers sent from here, there remains a trust deficit.”
