An off-duty police constable in Uganda shot and killed an Indian national, with the police describing his actions as “deliberate” and “premeditated.”
The Uganda Police Force took to their official Twitter handle and wrote a statement on Tuesday. The statement reads that “The findings so far, clearly indicate that the actions of our officer were deliberate, planned and pre-meditated.”
The murder of 39-year-old money lender Uttam Bhandari on 12 May by 30-year-old Ivan Wabwire with a stolen AK-47 assault rifle and over a monetary dispute between the two, in which Wabwire owed some money to a Bhandari-run financial services firm, was caught on CCTV.
While expressing condolences to Bhandari’s family on May 13, Uganda President Yoweri K Museveni questioned the security forces. Museveni said on Twitter “The answers to these questions may help us to plug the gaps in the security system.”

Wabwire had a history of mental instability, according to police, and he was barred from possessing firearms five years ago. Officials added that he committed the crime with the AK-47 of a colleague who is also his roommate.
