PAKISTAN TAKES ‘HYBRID’ ROUTE TO TERRORISM TO BLEED INDIA

Pak Army and ISI are now using part-time ‘hybrid’ terrorists who are difficult to track as they go about their normal activities after committing a crime.

Despite the Paris-based Financial Action Task Force (FATF) continuing to keep Pakistan in the ‘Grey List’, Pakistan is not going to mend its ways and is constantly looking for new ways to target India. A new report by intelligence agencies has revealed how Pakistan wants to spread the seeds of terrorism continuously in India.

Terrorist organisations in Jammu and Kashmir have changed the way of training their cadres; terrorists in the Pakistan-Occupied Kashmir (POK) are being given automatic weapons, rocket launchers and drone training, and 28 training camps are again active in POK. Terrorists are also being taught about cyberattacks, this was revealed in the intelligence report.

According to sources of intelligence agencies, terror outfits, nervous about the operation of security forces in Kashmir, started a round of meetings in which they have prepared this important training draft. Al Badr, Hizbul Mujahideen, Lashkar-e-Taiba and Jaish held eight important meetings in POK in which they have started a massive recruitment process for their cadre. By equipping the terrorists with this new training model, the Pakistan Army and Pakistani intelligence agency ISI are helping them infiltrate into India. Terrorist movements and training camps have been seen in POK on the other side of Rajouri and Poonch in Jammu and Tangdhar in Kashmir.

According to the intelligence report, a furious Pakistan and its allies have changed the pattern of terrorism. ISI has given instructions to “hybrid terrorists” to target unarmed and unresisting soft targets. These include businessmen, people from minority communities, political parties without security, politicians-workers and policemen who are not on duty. The purpose of the ISI is to create an atmosphere of fear among the people as well as stop business and social activities.

In the last few weeks, there has been an increase in the incidents of attacking soft targets in the Valley, including Srinagar. These incidents have been done by such pistol-wielding youths who are not in the list of security agencies as terrorists. It is difficult to find such terrorists. Sources associated with the security agencies said that the “hybrid terrorists” are kept on standby by the handlers to carry out terrorist incidents. After completing the given task, they wait for the new task.

There is a presence of sleeper cells and “hybrid terrorists’ in Srinagar, reports say. These part-time hybrid terrorists are difficult to track as they go about their normal activities after committing a crime. But now full vigil is being kept on such hybrid terrorists. The officer attached to the security establishment said in a conversation with The Daily Guardian that they will be eliminated soon.

Meanwhile, the Home Secretary will hold a high-level meeting on security of Jammu & Kashmir with top security officials, including Jammu Kashmir DGP Dilbag Singh, CRPF DG and top IB official at North Block on Tuesday. The meeting gains relevance given the current situation in the Valley, especially along the borders with Pakistan.
