Security agencies intensify human intelligence focus amid rising terror in Rajouri-Poonch Region

In response to the surge in terror activities in the twin border districts of Rajouri and Poonch, security agencies are enhancing their reliance on human intelligence alongside technological means. The Army is gearing up for ‘Operation Sarvshakti’ on both sides of the Pir Panjal range to neutralize terrorists and counter the rising threat.
Officials reveal that while technology played a significant role in tracing terrorists and Over Ground Workers (OGWs), there has been a renewed emphasis on human intelligence due to the adversary leveraging technology to conceal terrorist locations. The recent increase in terror attacks, resulting in the martyrdom of 19 Army soldiers, has prompted a strategic shift towards prioritizing human intelligence.
While acknowledging the continued use of technology, security agencies recognize the unique advantages human intelligence offers in providing accurate information about terrorist movements, activities, and the individuals supporting them with necessities like food and shelter. This shift is expected to counter the terrorists’ exploitation of technology to hide their activities, improve targeting accuracy, and escape after attacks.
Sources note that terrorists have been resorting to using mobile phones without SIM cards to avoid location tracking. As part of the renewed strategy, security agencies aim to nullify the terrorists’ aggressive use of technology.
Regarding the recent incident in Surankote tehsil of Poonch on December 21, where three civilians were killed following an ambush of Army vehicles, the authorities assure exemplary punishment for anyone found guilty. Some officers have already been shifted in connection with the incident.
The proposed ‘Operation Sarvshakti’ is set to be launched soon in Rajouri and Poonch, aiming to eliminate terrorists hiding in the Pir Panjal ranges. This comprehensive counter-terrorism operation involves joint efforts from the Army, Jammu and Kashmir Police, CRPF, Special Operations Group, and intelligence agencies. The operation will target terrorists, particularly foreigners, operating in the region. This strategic move draws inspiration from ‘Operation Sarpvinash’ launched in Hill Kaka in 2003 to eliminate terrorists south of the Pir Panjal range. The ongoing efforts align with the directives outlined after a security meeting led by Home Minister Amit Shah on January 2, which included stakeholders like National Security Advisor Ajit Doval, Army officials, intelligence agencies, and police representatives.
To reinforce security, the Army is inducting more troops into the Rajouri-Poonch sector. Despite provocations, the security forces remain confident about local support to thwart terrorism in the areas, emphasizing the prioritization of civilian safety during operations.
