The BJP government of Haryana, citing the reason to reduce unemployment and provide maximum employment to youth, has come up with the setting up of Haryana Kaushal Rojgar Nigam (HKRN) in 2022. The government has also launched a portal for youth to apply to get jobs through HKRN. The government also explained the logic behind the establishment of the body that through this the corruption prevalent in recruitment is being eliminated. On the other hand, the opposition is continuously cornering the ruling BJP government regarding the establishment of Haryana Skill Employment Corporation, saying that putting all the rules and regulations aside as well as at stake, the ruling faction has paved new paths towards corruption. Thus, the BJP and the main opposition party Congress have also been at loggerheads inside the Assembly regarding the establishment of HKRN ahead of polls.
Recently, the information was sought as to how many youth have been given jobs so far through the establishment of HRKN and in response to this, the information supplied by the concerned body revealed that from the year 2022 till now, 118880 jobs have been given to the youth seeking jobs. In the year 2022, as many as 1793 youth have been given jobs in the ‘’Fresh Job’’ category by HRKN, while 96209 youth have been given jobs in the ‘’Ported Job’’ category, hence a total of 98002 youth have been given jobs in the year 2022. Whereas last year 2023, as many as 9897 and 9047 jobs have been given in ‘’Fresh Job’’ and ‘’Ported Job’’ categories respectively to the youth in the ported category. In this context, a total of 18944 youth were given jobs last year. In the current year, 1443 people were given jobs in the aforesaid ‘’Fresh Job’’ category, while a total of 491 jobs in the ‘’Ported Job’’ category. Thus, the statistics revealed that this year a total of 1934 and 118880 youth have been given employment so far through HRKN after it was constituted.
Leader of Opposition and the Congress Bhupendra Singh Hooda is continuously attacking the ruling BJP, saying that the HRKN is a den of youth exploitation and corruption as it clearly lacks any provision for reservation on the basis of ground as per the constitutional rules, nor is there any merit or qualification, and there is no sense of transparency. Instead of giving permanent jobs to the youth, the government itself is giving raw jobs by becoming contractors. While defending its decision to come up with the establishment of HKRN as well as opposition’s allegations of lack of reservation policy , the government maintains through this, employees are appointed as per the needs of the departments. Demand comes from departments and appointments are made accordingly. Many times it happens that due to delay the need of the department is lost. Either due to regular recruitment or due to other arrangements made by the department, appointments could not be made after the offer letter.
On the issue of reservation, it was said by the former CM in the house recently that the number of SC-BC employees currently working in the corporation is complete without reservation. 15.64 percent of employees of BC(A) and 11.4 percent of BC(B) are employed. Similarly, in the reservation of 20 percent for Scheduled Castes, 20.63 percent of the employees working in the corporation belong to Scheduled Caste. At the time of every recruitment, the data of previously working employees is seen. If the number of SC-BC is less then they are adjusted in the new recruitment. Further, it was stated that private companies and industries of the state have also been linked with the Skill Employment Corporation. Private companies and industries will place their demands in the corporation. Youth registered in the corporation will get a chance to participate in these jobs. Appointments are also being made by the government on the basis of merit. CM said that the corporation was formed to end the contracting system.
