MCC issues guidelines for community centre bookings

The Municipal Corporation Chandigarh has issued clarifications regarding bookings made for Community Centres prior to the enforcement of the Model Code of Conduct (MCC). According to an order issued by Anindita Mitra, IAS, Commissioner of Municipal Corporation Chandigarh, permissions granted for such bookings remain valid, contingent upon compliance with specified directives.

However, the order emphasizes that any violations of the directives will be taken seriously, with organizers held fully accountable. The Municipal Corporation Chandigarh will not bear responsibility for any MCC violations discovered during these events, placing the onus entirely on the event organizers.

Furthermore, during the implementation of the Model Code of Conduct, specific guidelines set forth by the Election Commission of India dated 02.01.2024 must be adhered to for meetings held by organizations such as Resident Welfare Associations (RWA) in Community Centres, Janj Ghars, Rani Laxmi Bai Mahila Bhawan, and similar facilities under the control of MC Chandigarh.

Key directives to be implemented include the prohibition of casual meetings by political party members within these premises, adherence to restrictions on vehicle numbers, limitation of booking periods to 48 hours, and the prohibition of any form of political campaigning on the premises. Additionally, organizers must submit written notifications, along with undertakings to abide by the MCC, to both the MC Chandigarh and the office of the Returning Officer/Assistant Returning Officer for the Chandigarh Parliamentary Constituency prior to the event.

The order further stipulates that post-enforcement of the MCC, no complimentary bookings will be made based on recommendations from political figures, including area councilors. However, it clarifies that bookings made prior to the implementation of the MCC are permitted, contingent upon compliance with the MCC guidelines.
