Major fake NOC scam unveiled: 300-PAGE challan against four accused

Special Investigation Team (SIT) presented the challan against the four accused arrested in the scam of registration with a fake NOC-map under Derabassi Municipal Council. SIT Derabassi police station in-charge, SI Ajitesh Kaushal, has filed a 300-page challan against the four accused in the Derabassi court. However, 8 people have been named in the fraud case. Complaint number 300 of Derabassi EO Varinder Jain was registered on October 3, 2023, in which there is an allegation of getting 175 registries done on a fake NOC. Of these, 169 online NOCs, 4 online maps, and 2 offline were done on a fake permit basis. After the FIR, on October 11, the government formed a 3-member SIT under the leadership of SP Dr. Jyoti Yadav, with ASP Dr. Darpan Ahluwalia and police station in-charge Ajitesh Kaushal. It is worth mentioning that the names of more than one and a half dozen colonizers and their associates are being linked to the fake NOC scam.

The Goods department did not hand over records for 3 months; this is how the business of fake NOC was going on. The investigation revealed that 77 out of 175 registries were done by the colonizer Gulshan alone. The arrested Gulshan and Suresh Jain are considered to be the kingpins. In these, the allegation of fake NOC was prepared by Hrithik Goyal alias Gupta and Vidyanand with the help of a computer. Police have recovered a laptop from Hrithik and two cell phones from Vidyanand, which contain an app for making fake NOC. The SIT had asked for the attested records from August 1 to October 30 from the Revenue Department, but despite repeated reminders, the Revenue Department did not hand over the records to the police. According to SP Dr. Darpan Ahluwalia, negligence in records has increased. Along with the complaint, the SIT has submitted a consolidated report to SSP Mohali on January 11, and supplementary challans for the remaining people will be presented later.

In unauthorized colonies, there is no provision to regularize the plot and pass the map before its registration. However, the Municipal Council charges a fee of 1 lakh for regularizing a 100-yard plot. A bar-code was created with the help of Google for fake NOC at half the regularization fee. In this, like the original NOC, everything from the name of the architect, mobile number, license number, file number to the satellite location of the plot has been recorded. Hrithik’s help was taken for computer-related fraud. It is learned that the colonizers kept coming to Suresh for plot registry, who in turn sent them to Hrithik. Hrithik used to take money for fake NOC along with stamp paper, which he then sent to Suresh. Here Hrithik’s online payment to Suresh is under question
