Discussion over bill prohibiting unlawful, illegal religious conversion presented by the home minister Anil Vij led to heated argument, and resulted in the suspension of the former speaker and the Congress legislator Raghubir Kadyan along with walk out of party MLAs after he tore the bill. In a reaction to this, the speaker Gianchand Gupta said that such kind of behaviour is not bearable in the house and subject to stern action. The legislators of the Congress, the main opposite party, took on the ruling faction saying that the present bill is against a particular religion and being the people of a secular country like India, we should not introduce such a bill. Besides, no incident of conversion of religion in the state has been reported so far which does not necessitate the introduction of this bill.
While reacting to the same, the Chief Minister Manohar Lal said that there is no particular mentioning of any religion in the bill and taking on the opposition , he further said that if the entire opposition is willing to change their religion, then all legislators hailing from the opposite party can convert their religion. In a reaction to this, the Congress MLA’s started shouting and sloganeering against the ruling party. Somehow the matter sorted out but in a reaction soon, Raghbir Kadyan went on tearing the bill.
Following the above-mentioned incident, Gyanchand Gupta, the speaker announced his suspension from the ongoing session till it ends and warned him saying that either he should feel sorry for what he did or leave the house. Raghbir Kadyan said that he maintained the decorum of the house and tearing a paper is not the violation of norms. Further, he went on saying that it was not a bill , just a piece of paper as it was not presented as a bill when he tore it. Thus, a technical point continued to surface whether that document was a bill or not when it was tabled in session.
BJP legislators demanded that the speaker should take stern action against the Kadyan and in view of this, the speaker, Gyanchand Gupta said that he has declared the suspension of the Kadyan from the house. Reacting to this, Kadyan said that he did not do anything wrong which affects the decorum of the house so no question arises for feeling sorry. Eventually, the speaker called Marshalls to take Kadyan out of the assembly and following the all party MLA’s came forward in his support. They walked out of the session saying that the one-sided decision and dictatorship of the ruling faction made them do. In the post lunch session, the Congress legislators demanding the removal of suspension of Kadayan again walked out after the speaker outrightly rejected their demand saying that he is ready to fulfill their demand if Kadyan personally feels regret for his doings.
