The Ministry of Defence (MoD) has refuted Punjab Chief Minister Bhagwant Mann’s accusation of “biased” selection in the Republic Day parade tableau. A MoD’s statement said Punjab’s proposal underwent thorough consideration in the initial three meetings of the expert committee. However, it failed to progress further due to its misalignment with this year’s overarching tableau themes.
Highlighting their robust selection process, the MoD emphasised the system’s inclusivity wherein all states, Union territories (UTs) and Central ministries submit their tableau proposals. These submissions are then evaluated by an expert committee comprising distinguished individuals in various artistic domains such as art, culture, music, and architecture, it added. The assessment is based on themes, conceptualization, design and visual impact before recommendations are made.
In consideration of the parade’s overall duration, the committee shortlists tableaux, ensuring the participation of only the most exceptional displays. Out of the 30 states and UTs expressing interest in the Republic Day Parade 2024, a customary 15-16 will ultimately present their tableaux, adhering to the yearly selection process.
Regarding West Bengal’s proposal, it underwent evaluation in the initial two rounds of the committee meetings but faced a similar fate as Punjab’s due to its divergence from this year’s tableau themes. The MoD statement highlighted the past selection history, underscoring Punjab’s consistent shortlisting from 2017 to 2022 and West Bengal’s selection in 2016, 2017, 2019, 2021, and 2023.
Addressing the principle of equitable treatment among states, the MoD emphasized the need for a fair platform for all. The Government of India (GOI) is developing a comprehensive 3-year program encompassing all states/UTs, which will be shared with them to ensure equal opportunities. Hence, the MoD considers the criticism from these states as unfounded.
In adherence to the MOU signed with the respective states and UTs, the MoD extended invitations for those not selected for the Republic Day Parade 2024 to showcase their tableaux during Bharat Parv at Red Fort, New Delhi, scheduled from January 23 to 31.
