Srinagar:
On the seventh anniversary of the abrogation of Articles 370 and 35A, Lieutenant Governor Manoj Sinha handed over appointment letters to the next of kin (NoKs) of civilians killed by terrorists, calling the initiative a milestone in delivering justice, dignity and recognition to families that have endured decades of pain.
At a function in Srinagar, the Lieutenant Governor distributed appointment letters to 37 NoKs of terror victims. In addition, 32 beneficiaries received appointments under the Compassionate Appointment Rules (SRO-43) and the Rehabilitation Assistance Scheme (RAS).
Many of the beneficiaries had been waiting for government employment for nearly three decades after losing their family members to terrorism. Several families described the appointments as long-awaited justice, saying their sacrifices had finally been acknowledged. Some also expressed the view that such recognition became possible after the constitutional changes of August 5, 2019.
Addressing the gathering, LG Sinha paid tribute to innocent civilians killed in terrorist violence and said the appointment letters symbolised not only employment but also the nation’s commitment to ensuring that terror victim families are never forgotten.
The Lieutenant Governor said the abrogation of Articles 370 and 35A marked a turning point for Jammu and Kashmir by removing discriminatory laws, extending equal constitutional rights and weakening the terror ecosystem. He asserted that the administration remains committed to dismantling terrorism, bringing perpetrators and their supporters to justice, and ensuring peace, equality and development across the Union Territory.
Highlighting the story of martyr civilian Wali Mohammad Wani of Shopian, who was killed by terrorists in 1993, Sinha said his family had finally received justice after 33 years with the appointment provided on Wednesday.
He also highlighted Jammu and Kashmir’s economic progress, noting that investments touched ₹5,824 crore during the 2025-26 financial year, alongside major infrastructure projects, improved connectivity and expanding employment opportunities. He said the region’s future would be shaped by its youth, farmers, workers, women and all those committed to peace and progress.
The ceremony was attended by Chief Secretary Atal Dulloo, DGP Nalin Prabhat, senior civil and police officials, representatives of social organisations and families of terror victims.
