District Judge-cum-Member Secretary, PULSA, conducted a surprise inspection of District Jail Rupnagar today and interacted with inmates of both male and female wards. On this occasion, he took a special review of the ongoing NALSA Pan India campaign, which was launched in all jails of Punjab on January 25, 2024.
While moving from barrack to barrack in the jail, Member Secretary, PULSA, Manjinder Singh, addressed the grievances of jail inmates and made them aware of benevolent child-friendly laws as well. During an interaction with the media, Member Secretary, PULSA, stated that he visited District Jail, Rupnagar, following the direction of Chief Justice, Punjab & Haryana High Court, and Executive Chairman, PULSA, Gurmeet Singh Sandhawalia. His motive was to review the Pan India Campaign and ensure that no person under the age of 18 years remains confined in an adult jail. If any person is found under the age of 18 years, an application has to be filed before the Juvenile Justice Board or concerned Courts.
He emphasized that the objective is to ensure that a person does not remain unheard due to their underage. As per the direction of the Supreme Court of India, no person under the age of 18 years should remain confined in an adult jail. He also informed that in case of any grievances, the Legal Services Authority can be contacted at any time on the toll-free number 15100.
He mentioned that the campaign aims to identify potential minors confined in adult jails and shift them to Observation Homes if found as minors on the date of the commission of the offense. He further guided jail visiting lawyers to file applications if any person claims juvenility. Additionally, he inspected the Jail Hospital, Kitchen, and Legal Aid Clinic, where he addressed the grievances of inmates.
