The Jammu & Kashmir Gujjar Bakerwals Organizations’ Coordination Committee organized a massive Maha-Panchayat at JDA Parking Ground, Rail Head Complex, Bahu Plaza, Jammu, drawing thousands of delegates, including Panchs, Sarpanches, BDC, DDC, Chairmen & Chairpersons, in a show of unity and solidarity. The gathering voiced strong opposition to the proposed J&K S.T. Amendment Bill 2023, terming it illegal and unconstitutional just ahead of the Winter Parliament Session.
Expressing their support for Gujjar Bakerwals and existing Scheduled Tribes of J&K, the participants extended their solidarity to Scheduled Tribes across the country. Community leaders and legends urged Scheduled Tribes from Kashmir to Kanyakumari to unite in safeguarding the rights of already existing Scheduled Tribes in Jammu & and Kashmir.
Anwar Chowdhary Advocate, Chairman of the Coordination Committee, called upon Gujjars across the country to support their counterparts in Jammu & and Kashmir in defending the rights of Gujjar-Bakerwals. Speakers at the Maha-Panchayat expressed deep anguish over the proposed J&K S.T. Amendment Bill 2023, deeming it both illegal and unconstitutional.
Veteran leaders highlighted the alleged illegality and unconstitutionality of the commission, led by Retd. Justice G.D. Sharma, recommended the inclusion of certain high classes and castes in the Scheduled Tribe List. Advocates and Retd. K.A.S & I.A.S Officers of the Gujjar Community expressed astonishment at the preparation of the Bill based on such purportedly illegal, illogical, and unconstitutional recommendations. Condemning the conduct of some leaders of a political party, the Maha-Panchayat accused them of misleading people belonging to the Gujjar Community through a press conference held on 02.12.2023. The leaders vowed to continue their struggle for the preservation of the Scheduled Tribe Status of Gujjar-Bakerwals in Jammu & Kashmir, committing to employing all legal means, including protests in legislative assemblies, parliament, and courts, including the Supreme Court of India.
In a final appeal, all speakers urged the Government of India to immediately drop the discussion and passing of the J&K S.T. Amendment Bill 2023 in the interest of Scheduled Tribes in Jammu & Kashmir and for the peace and prosperity of the entire country.
Prominent speakers and leaders from various regions, including Mukhya Gurjar Ex. Legislator Uttar Pradesh, Supreme Court Advocate Sunil Bhainsla Delhi, and representatives from different social and political groups, actively participated in the Maha-Panchayat, voicing their support for the cause of Gujjar-Bakerwals.
