The Russian Foreign Ministry, however, signaled earlier this week that President Vladimir Putin’s maximalist war aims remain unchanged. According to U.S. officials, a plan floated by Putin during talks with a U.S. envoy in Moscow would require Ukraine to cede the eastern Donbas region—most of which is under Russian occupation—in exchange for a ceasefire.

Ukrainian President Volodymyr Zelensky has rejected the idea outright, warning it would embolden Moscow to “start a third war” in Ukraine. “I am not going to surrender my country because I have no right to do so,” he said.
