Rajasthan›s Vidhan Sabha is set to become hi-tech and paperless, with Speaker Vasudev Devnani announcing that progress is being made rapidly.
The initiative, part of the National e-Vidhan Application (NeVA) project by the Ministry of Parliamentary Affairs, involves installing computer equipment at the tables of MLAs to transition to a digital workflow. Funding for this project will come from both, the central and state governments, allocated in a 60-40 ratio, with financial assistance provided in three instalments. This transformation aims to modernise the functioning of the Rajasthan Vidhan Sabha through digital solutions.
Devnani said that an I-pad is being installed on each seat of the MLAs in the House. A laptop with printer will also be provided for the residence of MLAs. An amount of Rs 12.61 crore has been allocated for this project. In this amount, 60% will be shared by the Central Government and 40% by the State Government. He informed that NeVA Seva Kendra (E-Learning cum E-Cancellation Centre) is being established in the Vidhan Sabha. Under this, training of NeVA modules will be given to MLAs, officers and employees. Training material will be made available in English, Hindi and regional languages. Technical assistance will also be provided on the spot to the MLAs to do online work.
The project is being reviewed from time to time
Devnani informed that this important project of digitising the Rajasthan Vidhan Sabha is being reviewed from time to time. A tripartite memorandum of understanding has been signed between the Ministry of Parliamentary Affairs of the Government of India, the Government of Rajasthan and the Rajasthan Vidhan Sabha.
The process of digitising Rajasthan Vidhan Sabha is being done at a fast pace with the use of National e-Vidhan Application under “One Nation-One Application” of the Central Government to digitise the state assemblies.
Vidhan Sabha House and Secretariat will become paperless
The House and Secretariat of Rajasthan Vidhan Sabha are being digitised with the National e-Vidhan Application (NeVA). This will make the proceedings of the Vidhan Sabha and the Secretariat paperless. This e-Vidhan application will make it easier for the members and officers of the State Vidhan Sabha to work. Under this application, media, researchers and common citizens will be able to easily see the information of bills, reports and likewise, related to the Vidhan Sabha House.
e-Vidhan app will be accessible on Android and iOS mobile
The e-Vidhan app will be able to run on both, Android and iOS mobiles. This app will also be available on e-books and websites. Under NeVA, proceedings of the House, papers to be placed in the House, information related to bills, reports of committees, questions and their answers, bulletins, proceedings, digital library, notifications and information related to members will be available in a single application.
Devnani announced that the NeVA project is currently digitising legislative assemblies in 13 states across the country. He informed that MoU has been signed in this regard in six states. Devnani informed that he has observed the digital work done under the NeVA project in Gujarat Legislative Assembly.
