The 16th Legislative Assembly session began on Tuesday. During this question hour, the opposition appeared completely united. The lack of experience among the first-time ministers of the BJP government was apparent in the House. The opposition started a ruckus within the first hour of the question hour.
The ministers kept searching the page or looking at each other to answer. Chandrabhan Singh Aakya, a rebel of BJP along with Congress in the opposition, also did not miss to corner his own old party in the House.
The Leader of Opposition, Tika Ram Jully said, “No preparation was seen among the ministers during the Question Hour in the House. They were not even able to answer. They don’t even know what to answer.”
BJP certainly missed the senior and experienced former Leader of Opposition in the House Rajendra Rathore, Deputy Leader of Opposition Satish Poonia, former Assembly Speaker Kailash Meghwal and former MLA Ramlal Sharma.It so happened that independent MLA Chandrabhan Singh Aakya raised the question of providing unemployment allowance to the youth. When Minister Rajyavardhan Singh Rathore started answering this question, he started reading the answers to some other questions.
Meanwhile, Aakya asked him to answer the same question with figures to which Rajyavardhan was seen flipping papers. Meanwhile, the Assembly Speaker told Rajyavardhan to read the answer he had written. Seeing this, the opposition started yelling in the House calling Rajyavardhan a failure. Similarly, when Rathore started answering Bamanwas MLA Indira Meena’s answer related to the smartphone, there was chaos demanding a clear answer.
At the same time, Sujangarh MLA Manoj Meghwal from Congress asked questions regarding the dilapidated buildings of PHC and CHC in Bidasar and Sujangarh. When Health Minister Gajendra Singh Khinvsar answered this question, he could not tell the number of dilapidated buildings. The opposition created a storm regarding this also. However, Khinvsar said that the dilapidated buildings will be surveyed by PWD.
Due to the turmoil and noise, only 10 questions were asked. Meanwhile, the question hour ended at 12 o’clock. As soon as the Question Hour ended, the officials got up and started going out and Devnani started giving details of the legislative work being done in the House. Meanwhile, opposition MLAs including Dotasara informed the Speaker that the officers were leaving. Devnani got furious and instructed them not to leave the House. The speaker assertively said that this attitude might be the way from the past five years, but shall not be tolerated henceforth. Hearing this all the officers settled down again and left after one and a half hours.

JAIPUR: On Tuesday, Rajasthan Legislative Assembly Speaker Vasudev Devnani, referring to Rule 269 of the procedure and conduct made a statement saying that in the assembly when the seat is occupied, no member or officer will leave the assembly. He stated that as per the rules, dignity, and tradition of the assembly when the seat is occupied, no member or officer will leave the assembly for an extended period.
