Winter Session Set for Atomic Energy Bill & Nine Other Major Legislative Proposals

The government is set to introduce a bill opening the civil nuclear sector to private participation as part of 10 major legislations planned for the upcoming Winter Session of Parliament

One of the major legislations in the pipeline that is proposed to be brought in is 'The Atomic Energy Bill, 2025'. The bill will govern how atomic energy is regulated and used within the country. It is expected to modernize this sector and provide a route for private players to participate in India's civil nuclear development.

Higher Education Commission Bill on Agenda

Another major bill is the Higher Education Commission of India Bill. According to the Lok Sabha bulletin, the proposed law has been brought in with an aim to provide a Higher Education Commission of India which shall promote universities and higher education institutions to become autonomous and self-regulated. The commission is also expected to “promote excellence through a robust and transparent system of accreditation and autonomy.” This proposal is long-pending with the government.

Focus on National Highways and Business Reforms

The National Highways Bill is on the agenda for this session. This Bill is aimed at ensuring timely and transparent approvals with speedy land acquisition for the national highway projects.

Similarly, business reforms are also expected through the Corporate Laws Bill, 2025, which proposes to amend the Companies Act, 2013, and the LLP Act, 2008. The idea is to make compliance easier and facilitate ease of doing business in the country.

Harmonized Law for the Securities Sector

It will also introduce the Securities Markets Code Bill, 2025, which proposes to consolidate the Securities and Exchange Board of India Act, 1992, the Depositories Act, 1996, and the Securities Contracts Act, 1956 into a single simplified code. The proposed unified law would bring about clarity and rationality in the regulatory framework of India's securities markets.

Changes to Arbitration Law Under Review

The government is also preparing amendments to the Arbitration and Conciliation Act. Proposed changes to Section 34 of the act and an observation made by the Supreme Court on company directors have prompted the government to refer the matter to a committee for recommendations, the officials in the Ministry of Law said. The planned amendment will stem from this review process.

Other Items in the Session

Also expected to be debated and passed during the session are two pending bills from the previous session. The first supplementary budget for this financial year will also be presented. The winter session will have 15 sittings and will conclude on December 19.
