The SVAMITVA Scheme short for Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas is a flagship initiative of the Government of India under the Ministry of Panchayati Raj. Launched nationwide on 24 April 2021, the scheme aims to provide legal ownership records to rural residents by digitally mapping properties in villages using drone technology.

The project will cover 6.62 lakh villages across India by 2025, marking a major step toward transparent rural land governance and dispute-free property management.

Objectives of the SVAMITVA Scheme

The primary goals of the scheme include:

  • Establishing clear ownership of rural residential land.

  • Reducing land disputes and encroachments.

  • Enabling villagers to access loans using property as collateral.

  • Supporting Panchayats in infrastructure planning through accurate mapping.

  • Enhancing local governance revenue via proper property taxation.

Eligibility Criteria

The scheme is applicable to rural residents who meet the following conditions:

Date of Occupancy Land must be occupied on or after 25 September 2018
Type of Land Residential properties in rural zones (urban areas excluded)
Documents Required Aadhaar Card, identity proof, and property details

How to Apply for the SVAMITVA Scheme

Residents can register through official government portals. The application procedure is as follows:

  1. Visit the eGramSwaraj Portal at https://egramswaraj.gov.in

  2. (Alternatively, access via the SVAMITVA website or UMANG mobile app.)

  3. Navigate to the SVAMITVA / Property Card Registration section.

  4. Click on “New Registration”.

  5. Enter required details such as name, village, property description, and ownership information.

  6. Upload Aadhaar and identity documents.

  7. Submit the application online.

What Happens After Application?

Once registered, the following process is carried out by authorities:

Current Status of the Scheme

  • The scheme is actively operational across multiple states.

  • Pilot projects were conducted in Maharashtra, Karnataka, Haryana, Uttar Pradesh, Madhya Pradesh, Uttarakhand, Punjab, and Rajasthan.

  • Several states have already issued thousands of property cards, with more villages under survey.
