A huge controversy erupted in Samastipur, Bihar, on November 08, 2025, after a video went viral showing a large quantity of VVPAT slips scattered along a roadside. The incident quickly generated political heat in the party; the Rashtriya Janata Dal (RJD) alleged that the slips had been ejected from actual EVMs.
VVPAT Viral Video Sparks Political Allegations
A video that was widely shared on social media showed the residents of the area picking up pieces of scattered paper slips. The slips, it could be clearly seen, carried party symbols, fueling the serious allegations of the RJD regarding the integrity of the voting process.

The incident involving voting machines in such a charged political atmosphere creates doubts about the fairness of elections in an instant. The RJD termed this as evidence of the serious malaise affecting the voting process.
District administration clarification
The controversy arose, and the district administration sprang into action to clear the air. In this connection, Samastipur District DM Roshan Kushwaha said clearly that the scattered slips were not from actual voting but from a mock poll conducted before the actual election, which was held on Thursday.
Mock polls are a standard practice conducted before the actual polling begins in each constituency. It is meant to test whether the EVMs and VVPATs are functioning perfectly in front of representatives of all political parties. Most importantly, the data of these trial runs is erased officially from the machines before polling begins.
DM Kushwaha said that an inquiry into the incident revealed that excess slips were cut after a mock poll, and due to carelessness, some of these slips, which were not torn properly, reached the roadside.

Samastipur Constituency Election 2025
The Samastipur constituency election for the 2025 Bihar Legislative Assembly took place on November 6, 2025, with results expected to be declared on November 14, 2025.
The Warisnagar Assembly constituency is composed of the following: Samastipur municipality, Samastipur community development block, and Shahpur Baghauni, Bherokhara, Tajpur, Adharpur, and Baghi gram panchayats of Tajpur CD Block. In the 2015 Bihar Legislative Assembly election, Samastipur will be one of the 36 seats to have VVPAT-enabled electronic voting machines.
