Under Sri Nishan Sahib, Punjab Vidhan Sabha Set for First Ever Session Outside Chandigarh

First ever in history of Punjab, The temporary Punjab Vidhan Sabha (Assembly) complex in Sri Anandpur Sahib has been arranged with the Speaker’s seat placed directly below the Sri Nishan Sahib that already stands at the Bhai Jaita Ji Memorial. Officials said the seating plan has been aligned with the sanctity of the site as Punjab prepares for a historic step. On November 24, 2025 the Vidhan Sabha will meet here for its 10th special session, becoming the first session in the state’s history to be held outside Chandigarh.

The session will start at one in the afternoon and will run alongside the state level programme marking the three day commemoration of the 350th martyrdom anniversary of Sri Guru Tegh Bahadur Ji. Speaker Kultar Singh Sandhwan has declared the entire memorial complex as the official precinct of a temporary Vidhan Sabha. All rules and procedures of the House will apply here as they do in the main Assembly building in Chandigarh.

Officials said the decision to hold the session in Sri Anandpur Sahib is closely tied to the historical link between the town and the life of Sri Guru Tegh Bahadur Ji. Preparations at the venue have been carried out under the supervision of senior officers. The complex has been developed with seating for members, a gallery for officials and invited guests, and a media enclosure.

Cabinet minister Harjot Singh Bains said an Akhand Path began on November 23 at the Gurdwara Sahib near Baba Buddha Dal Chhauni. Chief Minister Bhagwant Mann attended the ceremony. The Chief Minister also have inaugurated an exhibition at Virasat e Khalsa that presented key chapters from the Guru’s life through panels, photographs, and digital presentations.

The state government expects lakhs of devotees to arrive in Anandpur Sahib during the three day programme. A three tier parking plan has been established with category A, category B, and category C areas. These zones have been developed to manage the large number of vehicles expected in the city. Direction boards have been placed on all major approach roads.

Security arrangements have been expanded. Senior Superintendent of Police Rupnagar Gulneet Singh Khurana said three hundred high resolution CCTV cameras with face recognition features have been placed across the city. A state level command centre has been set up to monitor all security, crowd, and traffic operations. The command centre will receive live feeds from ten Pan Tilt Zoom cameras and twenty five Automatic Number Plate Recognition cameras at entry and exit points.

Seven drone teams will support the ground units by capturing aerial images of the crowd and movement in the city. The police have divided Sri Anandpur Sahib into twenty five sectors. Each sector has a sub control room and a help desk linked to the main command centre to ensure quick communication and response.

For traffic management, the police have partnered with the Indian Institute of Technology Ropar to create real time digital mapping of all parking zones. This system will show live availability of parking and guide visitors to open spaces. Shuttle buses will operate round the clock to carry devotees from parking areas to the memorial site, Virasat e Khalsa, tent cities, and Gurdwara complexes.

A large police force has been deployed in the city. Senior officers will remain stationed at key points. Police personnel have been instructed to assist devotees and maintain order throughout the event.

Medical aid points, drinking water booths, and rest centres have been set up in different parts of the city. Temporary toilets, sanitation facilities, and lighting have been arranged. The district administration has been working with local committees and volunteers to coordinate the movement of visitors.

One of the major events on November 23  is the Sarv Dharam Sammelan at noon at the main pandal of Baba Buddha Dal Chhauni. Sri Sri Ravishankar reached at Sri Anandpur Sahib and received by Cabinet Minister Aman Arora. The Sammelan is expected to draw representatives from different religious communities. Officials said the event will highlight the commitment of Guru Tegh Bahadur to the protection of freedom of belief.

The Akhand Path that begins in the morning will continue until November 24. Nagar Kirtan, devotional recitations, and public meetings have been scheduled at various sites.

On November 24, a Sees Bhet Nagar Kirtan will start from Kiratpur Sahib at 8 AM. The Nagar Kirtan will conclude at Bhai Jaita Ji Memorial. After this, the Vidhan Sabha session will begin at 1 PM.

Alongside this, the grand Nagar Kirtan dedicated to the 350th Martyrdom Anniversary of the Ninth Sikh Guru, Hindi Di Chadar Sri Guru Tegh Bahadur Ji, which began from Srinagar on November 19 from Gurdwara Patshahi Chhevin with Khalsa fervor, reached its final destination at Sri Anandpur Sahib on November 23.

At Sri Anandpur Sahib, Cabinet ministers Harjot Singh Bains and Harbhajan Singh ETO welcomed the Nagar Kirtan with flowers. The decorated Palki Sahib carrying the sacred Sri Guru Granth Sahib Ji under the canopy of the Panj Pyare and the Nishan Sahib was received by the Rupnagar district administration and devotees at the birthplace of the Khalsa.

On this occasion, the ministers presented siropas to the Panj Pyare Sahibaan and the Panj Nishaanchi Sahibaan who were part of the religious procession.

After paying obeisance at Takhth Sri Kesgarh Sahib, ministers Harjot Singh Bains and Harbhajan Singh ETO respectfully installed the sacred form of Sri Guru Granth Sahib Maharaj at Gurdwara Sri Sis Ganj Sahib.

Sant Baba Sewa Singh of Rampur Khera, along with Bhupinder Singh, Kuldeep Singh, Davinder Singh, Bahadur Singh, and other organisations, extended full support to the procession from Srinagar to Sri Anandpur Sahib.

The youth of Bhai Bachittar Singh Gatka Akhara of Hathur showcased Gatka throughout the five hundred forty four kilometre journey under the guidance of Ustad Harpreet Singh. Upon reaching Takhth Sri Kesgarh Sahib, the group performed a final display of martial arts. Sahibzada Baba Fateh Singh Ji Taruna Dal leader Baba Singh Sahib and Baba Gurdev Singh also played an active role during the procession.

The Nagar Kirtan was welcomed with great warmth at every village and town along the route. Langars were organised at many points by devotees. The final leg of the procession began on November 22 from Gurdwara Sri Rampur Khera. It took nearly fifteen hours to cover 25 kilometres to Hoshiarpur. The Nagar Kirtan went from Srinagar through Jammu, Pathankot, Hoshiarpur, Garhshankar, and Jajj Chowk before reaching Sri Anandpur Sahib.

Inside the temporary Assembly complex, the Speaker’s seat has been placed below the Sri Nishan Sahib that has long stood at the memorial. Officials said the arrangement reflects the established reverence for the Nishan Sahib at the site. Seating for members, a gallery for officials and invitees, and a media section have been prepared. Sound and recording systems have been checked. Entry and exit routes have been structured to avoid congestion.

The concluding day on November 24 will begin with the Bhog of the Akhand Path at 10 AM. At noon, a gathering titled Sarbat Da Bhala Ikkatarta will be held. This event will focus on collective welfare and will formally close the three day commemoration.

The administration has described this programme as one of the largest in recent years. Tent cities have been put up to accommodate devotees. Volunteers will assist visitors arriving from different parts of Punjab and other states. Medical teams will be posted across the city.

The Assembly session has attracted attention because of its shift outside Chandigarh for the first time. Officials said the decision aligns the functioning of the legislature with the historical and cultural significance of Anandpur Sahib. The government has said the arrangements aim to ensure that both the religious gatherings and the legislative session proceed without disruption.

Police teams will be deployed at major roads and intersections. Visitors have been asked to use shuttle services and follow instructions to avoid congestion. Continuous movement of devotees, officials, and public representatives is expected across the city.

With the Assembly session and the commemorative events scheduled together, Anandpur Sahib is set to witness one of its largest gatherings. Officials said the arrangements are designed to maintain order and ensure the smooth movement of devotees and members of the Assembly.
