‘This Is Not New’: India Tells World to Wake Up to Pakistan’s Terror Havens

India told Parliament it is isolating Pakistan globally by sensitising nations on cross-border terror, citing UNSC, FATF actions and TRF’s FTO designation.

India has intensified diplomatic efforts to isolate Pakistan globally following the April 22 Pahalgam terror attack that claimed 26 civilians. In a written answer to a question in the Rajya Sabha, the Ministry of External Affairs (MEA) illustrated how India has “sensitised interlocutors” everywhere in the world regarding cross-border terrorism from Pakistan. The government referred to Pakistan’s ongoing sheltering of terror groups such as Lashkar-e-Taiba and The Resistance Front (TRF), the prime mover behind the Pahalgam attack. 

India also referred to international acceptance of its stance, such as the US decision to place TRF on the Foreign Terrorist Organisation (FTO) list. Meanwhile, the government also allayed the concern about Pakistan being elected as the Vice Chair of the UN’s Counter Terrorism Committee in 2025, terming it a procedural annual rotation.

India’s Message to World on Cross-Border Terror

The MEA clearly stated that India has always emphasized Pakistan’s terrorism sponsorship of terrorism. It mentioned that New Delhi has urged action under the UNSC 1267 Sanctions Committee and has been at the forefront of getting Pakistan grey-listed by the Financial Action Task Force (FATF).

India’s statement added, “The Government of India has been sensitising all concerned interlocutors on the menace of cross-border terrorism emanating from Pakistan.”

With these efforts, the MEA asserted, the world today more comprehensively appreciates India’s concern regarding terrorism from the other side of the border.

What Prompted This Diplomatic Effort?

The statement was made in reply to a query by MP Javed Ali Khan, who enquired what India has done to isolate Pakistan following the Pahalgam attack and Operation Sindoor that followed. The opposition MP also complained about Pakistan’s nomination as Vice Chair of the UN Counter Terrorism Committee.

The MEA made it clear that Pakistan’s turn in the UN committee is a routine part of annual rotation. India itself had acted as Chair in 2011 and is doing so again in 2022.

US Backing & International Outcry

India pointed to increasing global backing for its position. The UNSC, in its release following the Pahalgam attack, emphasized the necessity of bringing “perpetrators, organisers, sponsors and financiers” of the attack to justice.

The MEA also quoted US Senator Marco Rubio’s recent statement. He confirmed that TRF had accepted responsibility for the Pahalgam attack and stated that it was the worst terror attack on Indian civilians since the 2008 Mumbai attacks.

Subsequently, the US State Department officially designated TRF, a Lashkar-e-Taiba proxy, as an FTO and a Specially Designated Global Terrorist (SDGT).

Based on the US statement, TRF has also conducted several attacks on Indian security personnel in recent times, including in 2024.

India’s Policy in the Future

India has signaled that it will persist in unveiling Pakistan’s involvement in nurturing terrorism. With support from international allies and institutions such as the UNSC and FATF, India is trying to isolate Pakistan diplomatically.

The MEA’s recent assertion in Parliament reiterates that New Delhi will keep the pressure on Islamabad, both through international platforms as well as by consolidating worldwide opinion against terror havens.
