Russian President Vladimir Putin arrived in New Delhi on December 4, 2025, ahead of high-level summit talks with Prime Minister Narendra Modi on December 5.
This is Putin’s first visit to India since Russia’s invasion of Ukraine, making the meeting particularly significant as India seeks to reaffirm its strategic autonomy despite international pressure, particularly from the United States.
India-Russia Summit 2025 Focused Sectors
The summit focused on strengthening the India-Russia partnership across defense, trade, and nuclear energy. Both sides also explored ways to safeguard bilateral cooperation from potential US sanctions while advancing long-term strategic interests.
Protecting India-Russia Trade from US Sanctions
A key discussion point was insulating trade ties from Western penalties. Moscow expressed interest in mechanisms to protect India-Russia economic cooperation, particularly in energy imports, technology transfers, and critical exports.
Deepening Defense Cooperation
Defense remained a central focus, including finalizing deals for new military equipment and ensuring smooth delivery of existing agreements, such as the S-400 missile systems. These discussions reaffirm India’s reliance on Russian defense technology for its security needs.
Reciprocal Military Logistics Agreement
Prior to the visit, Russia’s State Duma ratified the Reciprocal Exchange of Logistic Support (RELOS) agreement. This allows both countries’ militaries to use each other’s bases for training, repairs, and joint operations, further strengthening defense collaboration.
Nuclear Energy Collaboration
Russia offered cooperation on small modular reactors for civil nuclear energy. This initiative aims to expand the already robust nuclear partnership, helping India meet its clean energy and energy security goals.

India Demonstrates Strategic Autonomy
By actively engaging with President Putin, India is sending a strong message about its independent foreign policy. The summit reflects India’s intent to maintain robust ties with global powers, including Russia, while prioritizing national interests over external pressure.
