Prime Minister Narendra Modi’s two-day trip to Japan in August 29-30 will definitely reshape bilateral ties, which are expected to double Japan’s investment promise to India. The anticipated earlier target of 5 trillion yen, which was set for 2022, was already met before time, leading Japan to enhance its commitment. It indicates that continued faith in India’s growth story as well as intentions to widen cooperation in core sectors like steel, automobiles and semiconductors led to this development. A lot of business agreements will be inked while Modi participates in a business forum in Tokyo.

Defence and Strategic Technology

Trade and investment are not painting their strong hues alone the visit holds extremely strategic connotations. With security challenges increasingly growing for both countries, defence cooperation is the order of priority. Officials indicate that the 2008 Declaration on Security Cooperation should be further elevated in terms of joint military exercises, advanced policy consultations and technology transfers.

Further synergy in high tech defense systems is in the works after the successful Unicorn Project for co-developing a radar system for Indian naval ships. New initiatives in semiconductor manufacture, rare earths, tele communications and AI reaching most importantly into long-term economic security can also be seen during the visit.

Mobility, Connectivity and People to People Ties

The familiar Shinkansen symbolism of Modi traveling with Japanese Prime Minister Shigeru Ishiba belongs to the inevitable Japan’s support for India’s first bullet train between Mumbai and Ahmedabad. The first stretch in Gujarat, now expected to come on stream by 2027, has been pushed back. At the same time, people to people engagement are now in the frame again.

A new mobility partnership will enable the greater influx of highly skilled Indian professionals into Japan’s workforce, often with an eye to the fact that the country will be experiencing demographic problems going forward. Better skills programs and faster exchange mechanisms should help to create possibilities for Indian talent abroad through strengthening cultural and human ties.

As noted by Foreign Secretary Vikram Misri, this is Modi’s first stand-alone visit to Japan since 2018, which offers a setting to reset and reinvigorate bilateral relations. Outcomes from this visit might not only shape India-Japan relations, but also the broader framework of the Indo-Pacific, reiterating common values of stability, prosperity and security.
