PM Modi Announces ₹1,000 Monthly Aid for Graduates, New University in Bihar

Prime Minister Narendra Modi will launch a wide range of projects specially for young people with a collective investment of over ₹62,000 crore.

Prime Minister Narendra Modi will launch a wide range of projects specially for young people with a collective investment of over ₹62,000 crore. The launch will take place at Vigyan Bhawan, New Delhi, at 11 AM on 4 October 2025. These initiatives will provide a powerful boost to the education sector, skill development, and entrepreneurship in the country.

The program will also include the Kaushal Deekshant Samaroh, the fourth National Skill Convocation, held as per the vision of the Prime Minister, where 46 All-India Toppers of Industrial Training Institutes under the Ministry of Skill Development and Entrepreneurship will be honored, according to the release.

What is PM-SETU?

Apart from this, Prime Minister Narendra Modi will also launch PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a central sector scheme with an outlay of ₹60,000 crore. The scheme aims to upgrade 1,000 government ITIs in the country under a hub-and-spoke model with 200 hub ITIs and 800 spoke ITIs.

Together, PM-SETU and India’s ITI ecosystem will transform, making it government-owned but industry-run, with international co-financing assistance from the World Bank and the Asian Development Bank. During the first phase of implementation of the scheme, special attention will be given to ITIs in Patna and Darbhanga.

Focus on IT, Agriculture, Tourism, Automobiles, and More

The Prime Minister will dedicate 1,200 vocational skill labs set up in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 states and union territories. These laboratories will provide students from rural and tribal regions with practical training in 12 high-demand industries such as IT, automobiles, agriculture, electronics, logistics, and tourism. Consistent with the National Education Policy 2020 and the CBSE curriculum, the initiative also includes the preparation of 1,200 vocational instructors to impart industry-based learning and establish an early foundation for employability.

What are the Bihar Transformative Projects?

A particular focus of the program will be on Bihar’s transformative projects, given the state’s rich heritage and young population. The Prime Minister will also unveil Bihar’s reconstituted Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana, under which almost five lakh graduate youth will be given a monthly stipend of ₹1,000 for two years, along with free skill training every year.

He will also roll out the revamped Bihar Student Credit Card Scheme, offering fully interest-free education loans up to ₹4 lakh, substantially reducing the financial burden of higher studies. Over 3.92 lakh students have already received loans amounting to over ₹7,880 crore under the scheme. Enhancing youth empowerment in the state further, the Bihar Yuva Ayog, a statutory commission for youth between 18 and 45 years of age, will also be inaugurated by the Prime Minister to mobilize and utilize the energy of the state’s youth.

The Prime Minister will also inaugurate the Jan Nayak Karpoori Thakur Skill University in Bihar to provide industry-specific courses and vocational training aimed at developing an internationally competitive workforce.

Benefits of Mukhyamantri Balak/Balika Scholarship Scheme

The Prime Minister will also hand over appointment letters to over 4,000 fresh recruits in the Bihar Government and disburse ₹450 crore of scholarships through Direct Benefit Transfer to 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme.
