NHRC Takes Suo Motu Cognizance of Fatal Food Poisoning at Patna Shelter

The National Human Rights Commission (NHRC) has taken suo motu cognizance of a media report regarding a suspected food poisoning incident at a shelter home for mentally ill and destitute women in the Patel Nagar area of Patna, Bihar. The incident occurred between November 7 and 11, 2024, when 13 women inmates fell ill, and three tragically died after consuming dinner.

According to reports, the victims complained of vomiting and diarrhea following the meal and were subsequently admitted to Patna Medical College and Hospital (PMCH) for treatment. The shelter home in question is reportedly funded by the Directorate of Empowerment of Persons with Disabilities, Government of Bihar.

NHRC Concerned Over Human Rights Violations

The NHRC has expressed grave concern over the incident, stating that the contents of the media report, if true, highlight a serious human rights violation. The Commission emphasized that the authorities of the shelter home, as lawful custodians of the inmates, are responsible for ensuring their safety and well-being, including providing proper care and hygiene.

In response to the incident, the NHRC has issued a notice to the Chief Secretary of Bihar, calling for a detailed report within two weeks. The report is expected to include the current health status of the victims, whether any compensation has been provided to the affected families, and the steps taken or proposed by the administration to prevent such incidents in the future.

Unhygienic Conditions at the Shelter Home

The NHRC further noted that during an inspection of the shelter home, authorities found that the inmates were living in unhygienic conditions. It was also reported that proper hygiene was not being maintained during food preparation at the shelter home, exacerbating the risks of foodborne illnesses.

The Commission’s intervention underscores the need for urgent action to ensure the safety and well-being of vulnerable populations in state-run facilities.
