Minister Avinash Gehlot Clarifies Residency, Caste Certificate Rules for Migrants in Rajasthan Assembly

Social Justice and Empowerment Minister Avinash Gehlot said in the Assembly on Monday that as per the rules, if a woman from outside the state marries a man who is a native of Rajasthan, then in such a situation the woman is considered a native of the state. The Social Justice and Empowerment Minister said this while answering the supplementary questions asked by the member in this regard during the Question Hour. He said that under the circular of Home Department, Rajasthan Government dated August 28, 2012, if a woman from outside the state marries a man who is a native of the state and stays in the state, then she is considered a native of the state without the condition of 10 years of residence.

Earlier, in a written reply to the original question of MLA Manoj Kumar, the minister said that according to the circular dated October 21, 2002, of the Personnel Department of Rajasthan Government, such persons belonging to Scheduled Caste, Scheduled Tribe and Other Backward Classes who have migrated from other states and are residing in Rajasthan cannot be issued caste certificate for their use. However, the children of such migrated persons who were born in Rajasthan state, received an education here, and obtained Domicile Certificate from here and are included in the list of these classes issued by the Rajasthan Government, can be issued caste certificate as per the rules. He placed a copy of the rule on the table of the House.

‘Pending period of payment of social security pension reduced from three months to one month’ – Social Justice and Empowerment Minister

Minister Avinash Gehlot said that due to the efforts of the state government, the pending period of payment of social security pension has become one month at present. During the previous government, this period was more than three months. He informed that the state government has increased the pension amount by 15 percent from Rs 1000 to Rs 1150. Currently, the increased pension amount is being paid to the pensioners from April 1, 2024. This was said while answering the supplementary questions asked by the member in this regard during the Question Hour. He said that the state government has paid an amount of Rs 1037 crore in the accounts of 89 lakh pensioners through DBT.

Consideration will be given to the construction of a synthetic track in the sports stadium of Baran: Rathore

Youth Affairs and Sports Minister Colonel Rajyavardhan Rathore said in the Assembly on Monday that the construction of synthetic track in the sports stadium of Baran district will be considered. He informed that in the budget for the year 2024-25, it has been announced to develop and modernize Shri Ram Sports Stadium, Baran. Youth Affairs and Sports Minister said this while answering the supplementary questions asked by the member in this regard during Question Hour. He said that the state government has started the recruitment process of 128 sports officers. He informed that the department has permission to take 500 short-term sports trainers, out of which about 350 short-term sports trainers are appointed.

No provision for giving dearness allowance to Home Guards: Kharari

Home Defense and Civil Defense Minister Babulal Kharari said in the assembly that Home Guards is a voluntary body, which is employed through a roster system on the basis of demand received from other departments. He said that since they are not permanent employees, there is no provision for giving them dearness allowance by the state government. Kharari said this while answering supplementary questions asked by the member in this regard during the question hour. He said that the state government does not have any proposal currently under consideration regarding removal of the word volunteer in the context of Home Guards. Earlier, in a written reply to the original question of MLA Harisingh Rawat, the Home Defense and Civil Defense Minister said that according to Section 2 of the Rajasthan Home Guards Act 1963, Home Guards is a voluntary body. Enrolled Home Guards are employed as per the requirement of various departments and agencies as per their demand under Section 4 of the Rajasthan Home Guards Act, 1963, and Rule 17 of the Rajasthan Home Guards Rules, 1962.
