According to Government Order No. 304-Home of 2024, dated July 9, 2024, accessed by The Daily Guardian, this move supersedes the previous Order No. 494-Home of 2023, dated October 13, 2023. The order sanctions the reformation of the committee to address the issue of illegal foreign residents in J&K.

The committee will be chaired by the Administrative Secretary of the Home Department. Its members include the Foreigners Regional Registration Officer (FRRO) of BOI, Amritsar, Punjab; the Senior Superintendent of Police (SSP), CID, Special Branch, Jammu; the Senior Superintendent of Police, CID, Special Branch, Srinagar; the Senior Superintendent of Police, CID Headquarters, J&K; all District SSPs (FRO); and the State Coordinator for IVFRT, NIC, J&K.

Furthermore, the Senior Superintendent of Police, CID Headquarters, J&K, has been designated as the Nodal Officer. The Nodal Officer’s responsibilities include compiling and preparing monthly reports on missing or illegally staying foreign nationals in J&K, which must be submitted to the Home Department by the 5th of each month. They will also coordinate activities between the FRRO and FROs to trace and deport these individuals, monitor progress on related issues, and regularly report updates to the Home Department.

The Nodal Officer is also tasked with disseminating information between the FRRO and FROs regarding cases pending in various courts, updating the status of these cases, and ensuring that the biographic and biometric details of illegal migrants are captured. This data will be maintained digitally and updated regularly.

This initiative underscores the J&K government’s commitment to addressing the issue of illegal foreign nationals residing in the region and ensuring that proper procedures are followed for their identification and deportation.
