In India Justice Report (IJR) 2022, Karnataka ranked first among the 18 big and mid-sized states with populations greater than one crore in terms of justice delivery, specifically police, judiciary, prisons, and legal aid.
Tamil Nadu came in second place, with Telangana coming in third. Uttar Pradesh is ranked 18th, which is the lowest. This report is founded on aggregate data from four pillars of justice delivery: the police, the judiciary, the prison system, and legal aid.
According to the report published on Tuesday in New Delhi, Gujarat is ranked fourth, and Andhra Pradesh is ranked fifth.
As per the report, “Sikkim, which was ranked second in 2020, topped the list of Seven Small States with a population less than one crore each. Sikkim was followed by Arunachal Pradesh, which was ranked fifth in 2020. (2020 and Tripura are at rank three). Tripura was ranked first in 2020. The state of Goa is ranked seventh, the lowest on the ranking.”

This paper is the result of a 24-month quantitative study. The IJR 2022, like the previous two, has tracked states’ progress in preparing their justice delivery structures to offer mandated services effectively.
