In Wake of Doctor’s Tragedy, Odisha Implements Stricter Safety Protocols for Medical Institutions

In response to the tragic incident involving the rape and murder of a female doctor from RG Kar Medical College, Chief Minister Mohan Charan Majhi announced a comprehensive new policy on Thursday aimed at ensuring a secure workplace for doctors, students, and healthcare personnel in medical institutions.

Key measures outlined in the policy include:

– Security Infrastructure: All health facilities must have perimeter walls with regulated entry and exit points to prevent unauthorized access.

– Identification Protocols: Every employee will receive an ID card, and a strict dress code will be enforced where applicable. A visitor pass system will be implemented for indoor patients, limiting entry to two passes per patient during designated visiting hours.

– Security Personnel: Security guards, both male and female, will be stationed in outpatient departments and wards. They will patrol the premises and manage unauthorized vehicles and vendors.

– Surveillance Measures: CCTV cameras will be installed at strategic locations, including outside hostels and key campus areas, with a 24/7 control room to monitor activities.

– Emergency Services: Safe transportation options for female doctors and staff working night shifts will be provided. Panic buttons and emergency phones will be available for quick responses to threats.

– Respectful Workplace Culture: Institutions are urged to promote a culture of respect, with zero tolerance for harassment or bullying. Clear signage will inform patients and their families of expected conduct towards medical staff.

– Incident Reporting: A confidential reporting process for incidents of violence will be established, with mandatory police involvement within six hours of reporting any such event.

– Training and Support: The policy mandates orientation on safety protocols and offers support services, including counseling and self-defense training for healthcare workers.

– Monitoring and Review: An Institutional Monitoring Committee will conduct monthly reviews of these measures, ensuring compliance and follow-up actions.

These guidelines reflect the government’s commitment to enhancing safety and security in healthcare environments, fostering a culture of respect and support for all medical professionals.
