
The Haryana IPS officer Y Puran Kumar's death has triggered a major controversy amid serious allegations and a multi-layered investigation involving senior bureaucrats. The case has drawn national attention, highlighting issues of caste-based harassment and power abuse in the top brass of Haryana’s administration.
On October 7, 2025, Y Puran Kumar, a 2001-batch IPS officer holding the rank of Additional Director General of Police (ADGP), was found dead at his residence in Chandigarh due to a gunshot wound, reportedly self-inflicted with his service revolver. The initial investigation recovered a suicide note and a ‘will’, in which Kumar mentioned painful job-related dissatisfaction and alleged targeted discrimination. Kumar was recognised for his integrity and belonged to a Scheduled Caste community. His family and colleagues have remembered him for dedicated public service and personal honesty.
Shortly after the incident, Kumar’s wife, IAS officer Amneet P Kumar, returned from an official assignment to file a police complaint. She accused Haryana’s top police officials, including DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarniya, of abetment to suicide, conspiracy, and systematic persecution, referring to both caste-based slurs and professional harassment.
Her complaint demanded arrests and explicit FIR registration under abetment to suicide and the SC/ST (Prevention of Atrocities) Act, stating, “This is not a case of ordinary suicide but the direct result of years of systematic humiliation and persecution by senior officers”. She alleged a conspiracy to falsely implicate Kumar in recent cases to further harass him, also criticising the FIR for “diluted sections” and missing details, pushing for its amendment so all named officers are properly listed as accused.
A six-member SIT, led by Chandigarh IG Pushpendra Kumar, is probing the case, examining evidence, witness accounts, and legal aspects. The SIT was formed to ensure a comprehensive, impartial inquiry under multiple legal statutes, including abetment to suicide and SC/ST Atrocities Act. Rohtak SP Bijarniya was transferred amidst mounting pressure from Congress protests, and the government assured strict action against anyone found guilty, regardless of their rank.
The investigation continues, with the family demanding a fair process and full justice, while political and administrative circles are watching closely for further developments.
