Haryana is all set to become one of India’s first states to go completely paperless in land registration. Beginning November 1, 2025, the entire process of registering land, property, and related documents will shift to a fully digital system, eliminating the need for physical paperwork, manual verification, or handwritten deeds.
Officials said the move is part of the government’s ongoing digital governance reforms and aims to enhance transparency, prevent fraud, and speed up registration processes across all tehsils.
Haryana Paperless Land Registration
Under the new initiative, all property deeds will now require only digital signatures, replacing physical documents entirely. Haryana Financial Commissioner (Revenue) Sumita Misra announced the reform after a review meeting with deputy commissioners on the progress of digital land and revenue administration.
“This is a new chapter in transparent and citizen-friendly governance as the state embarks on a complete digital transformation,” Misra said.
To help citizens adapt, the government has allowed stamps purchased before November 3 to remain valid until November 15, 2025. Witnesses for property deeds can also be changed digitally if needed, she added.
Digital Portal for Registration and Mutation
All tehsildars, naib tehsildars, and registration staff have been instructed to register on the revenue department’s online portal immediately. Sumita Misra said the state will clear all pending property mutation cases by the end of this week.
The government is also set to roll out an automated system on November 25 to record ownership transfers, preventing delays and disputes. “The new system will prevent delays and disputes by automating ownership records,” Misra said.
Online Payments and e-Deeds to Ensure Transparency
In a significant anti-corruption measure, the manual collection of registration fees has been banned. All payments must now be made through the official e-governance payment gateway only.
Deed writers have been directed to stop manual drafting of property deeds. From now on, only digital deeds generated through the official portal will be legally valid. These deeds will automatically cross-verify with land records and be digitally signed by officials, ensuring accuracy and reducing forgery risks.
GPS-Based Land Demarcation for Accuracy
The government has also digitized land demarcation. All applications must now be submitted only online, and the process will use GPS-enabled rover technology for precision measurement. Approvals will be handled by circle revenue officers and kanungos through the portal.
To keep the process affordable, demarcation fees have been fixed at:
- ₹1,000 plus ₹500 per additional acre in rural areas
- ₹2,000 flat in urban areas
Officials have also been instructed to update and verify all 7A land record numbers and court stay orders in the central database by Friday to maintain record accuracy.

The Haryana paperless land registration system represents a bold step toward digital governance and corruption-free administration. By replacing manual paperwork with online systems, GPS mapping, and secure digital verification, the state aims to make property transactions faster, safer, and more transparent — setting a benchmark for other states to emulate.
