The government has taken strict action against those accused of sexual crimes against women and children in Haryana. The government has decided to withdraw all government facilities including social pension, scholarship and arms license from the accused in this case. These crimes include rape, attempted rape, sexual assault, disrobing, stalking, molestation, trafficking and exploitation and any section under the Protection of Children from Sexual Offenses Act.
A government official said that the government is going to start a new domain for this – hrycrime-wc-gov.com – from Panchkula district on a pilot basis. In the coming time it will be implemented in the entire state.
According to sources, data of accused against whom charges have been framed in the court for crimes against women and children will be put on the domain from various stakeholder departments including police and prosecution. The concerned departments will monitor and review the data from time to time and suspend government facilities immediately after the charge sheet is filed against the accused.
Those accused for crimes against women including rape, attempted rape, sexual assault, stripping, stalking, molestation, trafficking and exploitation and any section under the Protection of Children from Sexual Offenses (POCSO) Act will lose government facilities. The website is now live and ready for data feeding in Panchkula district. Based on the data, the departments of Social Justice, Empowerment, SC and BC Welfare and Antyodaya (Services) will immediately suspend pension and other benefits.
Similarly, the departments of school education, higher education, technical education and industrial training will take necessary action to suspend the scholarship of the accused. Further, the District Attorney will upload the data of the accused persons, after which the concerned DC will suspend the arms licenses of the accused.
This has been revealed in the report of National Crime Records Bureau (NCRB) this year. According to statistics, crime against women has increased by 27 percent in the state. In one year, 3658 more cases related to crime against women have been registered. The most worrying thing is that these cases include 1716 rape cases. The NCRB report has expressed surprise that in the year 2020, 13 thousand cases of crime against women were registered,Which has increased to 16658 in 2021. 2021 involved 1716 rape incidents compared to 1373 in 2020. In the last one year, 450 cases of domestic violence have also been recorded. While 772 cases were registered under the POCSO Act in 2019, it increased to 883 in 2020. Of those who committed these crimes, 807 accused were known to the victim.
