In a recent declaration by the G20 leaders, the terminology surrounding the situation in Ukraine was noticeably toned down compared to the previous year’s statement, sparking speculation of a shift in stance from Western powers.
The latest declaration stemmed from strenuous negotiations primarily facilitated by India, with substantial input from Brazil, South Africa, and Indonesia.
Unlike the Bali summit document last November, which distinctly “deplored” the “Russian aggression” against Ukraine, the new articulation opts for a more neutral diction, expressing “deep concern” over the “immense human suffering” due to global wars and conflicts, mentioning the “war in Ukraine” but avoiding direct attribution of the aggression to Russia. The acknowledgment of “different views and assessments of the situation” regarding the conflict is seen as an effort to reflect the diverging perspectives and the polarised nature of the discussions, according to India’s External Affairs Minister, S. Jaishankar.
Despite the altered rhetoric, European diplomatic sources affirmed satisfaction with the overall outcomes, highlighting the complex landscape of international diplomacy where consensus building remains a priority. Jaishankar emphasised that this declaration, produced through considerable negotiation especially centred on geo-political issues, faithfully represents the current global scenario and concerns. The minister also praised the roles of emerging economies and mentioned that the declaration sought to further Sustainable Development Goals (SDGs) promoting “strong sustainable, balanced and inclusive growth.” The shift in narrative demonstrates the evolving dynamics and perhaps an avenue to more nuanced dialogues in resolving the conflict, albeit amidst criticisms of potentially diluting the severity of the situation in Ukraine. The global audience watches as India navigates these tumultuous waters, facilitating dialogues and fostering consensuses, showcasing its diplomatic acumen in the global arena.
