From dust control to school upgrades: Delhi’s ambitious civic reform blueprint

A major push to strengthen civic infrastructure and combat pollution, Rekha Gupta has announced financial assistance amounting to several thousand crore rupees for the Municipal Corporation of Delhi (MCD). The package is intended to enhance road networks, sanitation services, municipal schools and other public amenities across the national capital.

Stressing that Delhi’s progress hinges on strong and capable local bodies, the Chief Minister said the allocation underscores the government’s commitment to decentralised governance. Additional funds have also been earmarked under the Chief Minister’s Development Fund (CMDF) to speed up local development works.

Pointing out that sanitation and the upkeep of roads less than 60 feet wide fall under the MCD’s responsibility, Gupta said proposals worth about Rs. 1,330 crore have been drawn up for the 2026–27 financial year. These include the paving, repair and strengthening of nearly 1,000 kilometres of roads. The initiative is expected to curb dust pollution, especially during October and November when Delhi’s air quality typically worsens. Officials have been directed to complete major road works by September 30, 2026, with clear instructions to expedite approvals and maintain transparency in the tendering process. According to the Chief Minister, timely completion of these projects will both reduce pollution levels and improve the city’s infrastructure.

To further strengthen sanitation systems, the government has cleared a Rs. 2,300-crore project under a 10-year Operational Expenditure (OPEX) model. The plan includes deploying 70 additional mechanical road sweeping machines to expand coverage and enhance dust removal, alongside existing equipment. It also provides for the introduction of 1,000 electric litter pickers to make cleaning operations more efficient and environmentally friendly.

Gupta described the sanitation upgrade as a long-term, sustainable solution for pollution control. In the education sector, Rs 50 crore has been allocated to upgrade MCD primary schools, with funds earmarked for infrastructure improvements, better sanitation facilities and modernised classrooms to create an improved learning environment.
