Budget gives New Push to Delhi’s Development: CM Gupta

Chief Minister Rekha Gupta said the Union Budget 2026 has really given a new push to development of National Capital. She called it a clear plan that brings together a strong economy with a good social balance.

Addressing a press conference on Monday, Chief Minister welcomed the Budget and expressed gratitude to Prime Minister Narendra Modi and thanked Finance Minister saying it reflects confidence, clarity of purpose and inclusiveness. Budget is balanced, forward-looking and closely aligned with the needs of the common citizen.

Chief Minister said Budget 2026–27 is built around three core duties. Firstly to accelerate and sustain economic growth. The second is to fulfil people’s aspirations by expanding their capabilities and ensuring their participation in the nation’s progress. The third is to translate the vision of Sabka Saath, Sabka Vikas into action by ensuring equitable distribution of resources and opportunities.

Chief Minister said Now there is a better coordination between the Delhi Government and the Central Government, stating that continuous dialogue on funding and projects has ensured special attention for Delhi in this year’s Budget.

Calling the Budget development-oriented, the Chief Minister said the enhanced capital expenditure will spur construction activity and generate employment across the country. She pointed out that capital expenditure has been raised from Rs 11.2 lakh crore last year to Rs 12.2 lakh crore this year.

Highlighting provisions for women and youth, Chief Minister said the Budget includes measures such as the construction of hostels for girls to support uninterrupted education. She noted that new avenues are being created for youth through skill development, technology and employment initiatives, with particular emphasis on sectors like health, sports and tourism.

The Chief Minister described the Finance Minister’s emphasis on the Orange Economy as a commendable and timely step. She said the proposal to establish ‘Content Creation Labs’ in 15,000 secondary schools and 500 colleges to promote emerging sectors such as AVGC (Animation, Visual Effects, Gaming and Comics) will open new creative and employment opportunities. Delhi’s secondary schools and colleges will also be integrated into this initiative CM added.

Noting that Delhi is primarily a services-driven economy rather than an industrial one, she said the Orange Economy holds immense growth potential for the Capital. The focus will be on encouraging students and young professionals to tap into this sector, showcase their creative talent and secure better employment opportunities within Delhi.

Chief Minister said the Budget has allocated Rs 1,348 crore to Delhi. This meant to be used for things like infrastructure, water, and other necessary services. CM mentioned about Chandrawal Water Project, explaining that schemes like the Chandrawal Water Treatment Plant will improve water supply.

Gupta mentioned, In the 2026–27 Budget, an allocation of Rs 12,503 crore has been made for the Delhi Police, covering salaries, operations, vehicles, technology and overall security infrastructure.

Referring to the Special Assistance Scheme for Capital Investment (SASCI), Chief Minister said its budget has been increased from Rs 1.5 lakh crore to Rs 2 lakh crore, an expansion of nearly 33 per cent. This will enable Delhi to fast-track projects related to roads, flyovers, buses, water and sewerage without putting additional pressure on the State’s own budget.

On the proposed Delhi–Varanasi high-speed rail corridor, the Chief Minister said seven such corridors will be developed across the country, including one connecting Delhi and Varanasi. She said the project will ease travel, promote tourism, boost trade and create employment, while further consolidating Delhi’s position as a major economic and transport hub.

Emphasising the importance of MSMEs and the services sector, the Chief Minister said Delhi’s economy is powered by small traders, shopkeepers and service providers. The Budget’s Rs 10,000 crore fund for small businesses will enable quicker access to capital, simplify credit processes and support expansion. With lakhs of small traders and service professionals operating in Delhi, she said the Capital will benefit directly from this measure.

CM reaffirmed that in partnership with the Central Government, the Delhi Government will implement every scheme on the ground and ensure that the benefits reach every citizen of Delhi.
