Bihar SIR: Voter Enrolment Deadline Ends, Speculations Don’t!

The SIR Exercise ends and the deadline of registering voters hits the deadline today. The government and Election Commission hope for positive results, rooting out the irregularities as the state assembly elections are set to be held by the end of this year.

The Special Intensive Revision (SIR) of Bihar’s voter lists hit its critical deadline today on September 1, 2025 as one of the most comprehensive electoral exercises conducted by the state before the upcoming legislative assembly election, hopefully by the year’s end. The massive process has engaged more than 7.24 crore voters, with the Election Commission of India (ECI) and state government pushing its rhetoric of transparency, inclusion, and precision as their main objectives.

Government and ECI Hope

This year’s SIR has been particularly ambitious, with the goal of refining the electoral rolls, weeding out old entries and providing a chance to vote for every eligible resident. So far, the ECI reports, 98.2% of the documents from electors have been submitted by the deadline, a degree of outreach attributed to the unprecedented mobilisation of Booth Level Officers (BLOs), district election officers, and local volunteers. The government has persistently hoping that the final rolls, due for publication on September 30, will be a near-complete and error-free database. New voters of eligibility, which totals more than 3.28 lakh youngsters newly eligible as of July or will do so by October have been included, indicating advancement in young political inclusion.

To the ECI and Bihar government, the successful conduct of SIR means more than mere statistics. They expect it will act as a precedent for electoral reforms in other states, deepen the democratic process, and instil greater public faith in fair polls. Official sources complimented the role of volunteers and heads of all major political parties, attributing the cooperative spirit behind the initiative.

Perspective of Critics

Contrary to the government claims, critics and few election observers have already raised keen objections about the SIR’s speed and potential omissions. Opposition parties and pressure groups maintain the quick, digital overhaul may have resulted in unjust removal of names, particularly among minorities and migrant workers in border constituencies. News emphasised that many applicants had difficulty providing documentation within the deadline, and activists complained about the reach into rural areas, saying local BLOs were not always adequately trained or reachable.

The legal complications also confirm these concerns: petitions have gone to the Supreme Court requesting an extension of the deadline, with more than 1.5 lakh claims and objections lodged before closure. Critics point out that whereas purging duplicate, dead, and migrated voters makes the rolls stronger, mistakes in flagging actual voters have the potential to disenfranchise such groups. Political polarisation has been on the rise too, with some opposition politicians calling for targeted trimming of minority voters while government officials insist that only eligible citizens will be enfranchised.

What Lies Ahead

With document verification due for completion by September 25 and final lists to be published by September 30, the success of this ambitious revision will be closely scrutinised. Whether the SIR lives up to its promise of cleaner and more inclusive voter roll, or ignites additional political and legal firestorms is yet to be seen. The opposition seems to remain consistent on its criticism, government from on its rhetoric. Will this be productive or disruptive as often suggested by opposition leaders? Time will tell.
