For a country where identity documentation is vital for access to government services, travel, schooling and health care, there is no age limit on how much government control there can be over citizens. The Government of India, through the Unique Identification Authority of India (UIDAI), has set up a special initiative for children below the age of five Baal Aadhaar.
It applies to babies and toddlers has been designed as an early identity record which makes a long-term foundational step in creating a digital identity for each Indian resident right from birth.
Baal Aadhaar is the unique Aadhaar card specifically for children aged between 0 and 5 years. It has basic details like the full name, gender, date of birth and photograph of the child. The standard Aadhaar issued to adults is distinct in blue color and does not carry biometric data like fingerprints and iris scans which are unreliable at such a young age.

The concept of Baal Aadhaar is to give that recognition early and easily in life and many of the government services like issuing passports or hospital records need the Aadhaar to link so that the service would be easier for children to access. Instead of biometrics, this variant links directly to one parent's Aadhaar number making it valid and verifiable by most official purposes.

Once a child turns five, biometrics such as fingerprints, iris scan and a new photograph will all need to be updated to Aadhaar as an essential add on since the earlier version was devoid of the same. Another mandatory biometric update takes place when the child becomes 15 years of age and Aadhaar becomes valid, correct and fully functional throughout the life of an individual.
