The Madras High Court has issued strict interim directions for public rallies following the deadly stampede at South superstar Vijay’s event in Karur last week. The court emphasized that rallies cannot be held near highways unless basic facilities such as drinking water, toilets, and proper exit routes are ensured.
The order came from the Madurai bench, comprising Justices M Dhandapani and M Jothiraman, six days after the tragedy on September 27, which claimed 41 lives, including 10 children.
CBI Probe Petitions Dismissed
The court dismissed petitions demanding a CBI investigation into the stampede. One petitioner, ML Ravi of Desiya Makkal Sathi Katchi, was noted as a politician unrelated to the victims. The bench stated, “The court should not be turned into a political arena,” and clarified that the investigation was already in its initial stages. Another plea for a CBI probe was also rejected, with the court deeming it not maintainable.
Notices Issued on Victim Compensation
For petitions seeking compensation, the court issued notices to both the Tamil Nadu government and Vijay’s political party, Tamilaga Vettri Kazhagam (TVK), requesting a response within two weeks.

Vijay’s party has announced Rs 20 lakh for families of the deceased and Rs 2 lakh for the injured.

SOPs and Future Rally Guidelines
The High Court also disposed of pleas seeking formal Standard Operating Procedures (SOPs) for rallies, noting that the state government has already been directed to form them. Until the SOPs are finalized, no permissions will be granted for rallies at non-designated locations. The court clarified that rallies at designated venues will continue unaffected.

The bench strongly criticized the MK Stalin-led government for failing to ensure public safety. It emphasized that people’s safety is a top priority, and basic facilities must be mandatory at large gatherings.
