The Haryana cabinet, which was held under the chairmanship of Chief Minister Manohar Lal, gave its nod to several proposals. In continuation to aforesaid and in a bid to give a big push to hire local youth from the state and further attract investment, Haryana has decided to increase the Employment Generation Subsidy under Haryana Enterprises and Employment Policy (HEEP)-2020 from Rs. 36,000 to Rs. 48,000 per employee per annum for 10 years in the B, ‘C, and `D’ category blocks. The Cabinet has also approved capping the net SGST reimbursement and investment subsidy at 50 percent, so that the maximum net SGST reimbursement will be 50 percent of the total net SGST paid by the investor firm.
Besides, the cabinet approved that philanthropic societies or charitable institutions that want to establish Gaushala, a biogas plant, Panchgavya products, a veterinary hospital, a research and training centre, and a fodder farm will now be able to get the Shamlat deh land on a lease basis for a period of up to 20 years, as the government has amended rule 6 and sub-rule (2A) of the Punjab Village Common Lands (Regulation) Rules, 1964, to allow for this, the governmentIn a gaushala, the lessee shall house and maintain at least 50% of the total cattle population as stray cattle at all times during the lease period. Further, approval was given to the Haryana Skill Development and Industrial Training Department, Group (B) Directorate, and Field Offices Service Rules, 2023. As per the new rules, the educational qualification for the post of Assistant Director (Technical), Senior Apprenticeship Supervisor, Principal, and Vice Principal has been prescribed as a bachelor’s degree in engineering. The policy aims to resolve many disputes arising out of existing licences and the revision of layouts as well.
Giving a sigh of relief to the colonisers who have defaulted in depositing the outstanding licence renewal fees as well as applicable interest on the same, Haryana has introduced yet another one-time settlement scheme of its kind, “Vivadon Ka Samadhan”. The scheme shall remain open for a six-month period from its notification.
Haryana Cabinet also accorded approval for the listing of the Citizen Resources Information Department (CRID) as an independent department under the Business of the Haryana Government (Allocation) Rules, 1974. CRID implemented PPP across the state and, at the same time, brought about the integration of e-government principles across different schemes and portables of various departments and agencies of the Government of Haryana.
