A new roster for the transfer of bureaucrats in Haryana has been compiled, encompassing District Collectors (DCs) and Haryana Civil Services (HCS) officers. The decision stems from the impending imposition of the election code of conduct expected in the second week of March. The transfer list extends to include Administrative Secretaries, Heads of Departments, and other officials.
Discussions also revolve around assigning 2016 batch IAS officers as DCs and relocating 2012 batch officers from DC roles to headquarters. Bureaucratic circles are exploring the possibility of appointing an IPS officer as the Special Secretary in the Secretariat. While a list was initially released, changes to district DCs were deferred due to ongoing voter list activities. The Election Commission of India had set a deadline of January 22 for the completion of voter list tasks, later extended to January 28, and the transfer list is anticipated to be unveiled on Monday.
Haryana CMO has asked the CS office to create the post of a Special Secretary in the Home Department. There is talk that an IPS may be deployed. However, Sanjay Kumar himself is in line to be promoted to the post of ADGP.
An ADGP rank officer is appointed Principal Secretary. However, Additional Chief Secretary of the Home Department, TVSN Prasad, has given the work of Secretary Police Coordination to IG Sanjay Kumar in addition to his current assignment.
He has given orders to look after the work of many branches of the Home Department. There is discussion in the bureaucracy that an IPS officer has already been posted on the post of Principal Secretary, Transport.
There has been talk of transfer of IPS officers in the bureaucracy for a long time, but these transfers have not happened yet. The retirement of ADGP Shrikant Jadhav posted in Hisar Range is on April 30, 2024, hence as per the instructions of the Election Commission of India, he will have to be removed from the field. Similarly, a District Deputy Commissioner will also have to be removed. There was a discussion about appointing 2002 batch IAS officers as administrative secretaries, but it did not come to fruition.
Apart from this, the Commission has asked for transfer of officers from their home district and those directly related to the elections who have completed four years of service in view of the Lok Sabha elections by January 25. Chief Electoral Officer Anurag Aggarwal has asked the Haryana government to follow these instructions from the Election Commission. Therefore, there is discussion that the list of transfer of bureaucracy is ready, but it also has to include the names of those who have to be changed to comply with the instructions of the Election Commission. It is discussed that this list is quite long, which includes IAS as well as HCS officers.
