Former Secretary of Haryana Congress State and former Chairman of Haryana Government Advocate Vijay Bansal accused the BJP government of depriving the backward class people of Haryana from the welfare schemes of the Central Government. He said that the National Backward Classes Commission and Social Justice Authority of the Central Government issued a notification on March 2, 2015, providing jobs to all OBC people with an annual income up to Rs 8 lakh, including admission to educational institutions, in addition to government and non-government salaries, and annual income from other businesses, etc. The notification was issued to provide the benefits of reservation in various other institutions. However, after about 5 and a half years of the Central Government, the Haryana Government issued a notification on November 17, 2021, to provide BC (A) and BC to the people of various castes included in the backward classes in Haryana state. A notification was issued to provide reservation facilities only to those whose annual income is up to Rs 6 lakh, including salary and other annual income of all the people divided into categories.
Vijay Bansal said that on one hand, the Center has issued a notification to provide more facilities to all the castes by keeping them in the same OBC category, but on the other hand, the BJP government, which claims itself to be friendly to the backward classes, has not given priority to the backward class castes of Haryana. Not only have they been divided into two classes, but also, in order to give them the benefits of various government schemes, their annual income has been reduced, due to which almost all the backward castes of Haryana state do not get the benefits of the welfare schemes issued for the OBC category of the Centre. Even because they do not have an OBC certificate, they are not able to get the benefit of reservation in central government jobs, schools, etc., and other institutions. Vijay Bansal said that not only this, BCB category people of backward class in Haryana are not given reservation even in Panchayat and urban local body elections. This is a sheer discriminatory attitude of the Haryana government towards the people of backward class.
Vijay Bansal said that the Haryana government has made a backward class Chief Minister, and the BJP government is claiming equality for the backward classes but has deprived lakhs of backward class people of the state from central and state government schemes. He has issued a new notification demanding the Haryana Government to give equal status to all the backward class people and put them in the OBC category and increase the annual income limit from Rs 6 lakh to Rs 8 lakh.
Vijay Bansal said that apart from this, the Central Government has made a provision to consider people with an annual income of Rs 1 lakh as below the poverty line and make them a yellow ration card and provide them other facilities like ration, etc. Not only this, the Haryana Government has made a provision for providing ration, etc., to those with an annual income of Rs 1.80 lakh. Provision has been made to provide benefits of various government welfare schemes to the deceased. Vijay Bansal said that in the above case, the Haryana Government has considered the people with higher income than the Central Government as below the poverty line, but why is such discrimination being done only against the people of backward class. Vijay Bansal said that not only this, the BJP government does not give the benefit of reservation to the people of the OBC category in Chandigarh’s PGI and Sector 32 Medical College as well as Panjab University. This is sheer discrimination against the backward class people.
